NORTH CAROLINA Dlremr Emkomnental QuaNty June 4,2024 Mr.Tony Konsul Carolina Water Services Inc of North Carolina P.O,Box 240908 Charlotte,NC 28224-0908 Subject: Compliance Evaluation Inspection Willowbook WWTP NPDES Permit NCO064378 Wake County Dear Mr. Konsul: On May 23,2024, Danny Smith from the Raleigh Regional Office(RRO)of the Division of Water Resources (DWR)conducted a compliance evaluation inspection of the Carolina Water Services Inc of North Carolina's treatment facilities located at the Willowbrook Subdivision. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection,the presence and cooperation of David Ryniak,Operator in Responsible Charge(ORC)was helpful and appreciated. The Willowbrook Wastewater Treatment Plant(WWTP)is located at 3623 Willow Tree Lane,Clayton Wake County,North Carolina. The subject WWTP is class WW-11 facility with a permitted effluent flow of 0.03 MGD. Through NPDES permit NCO064378 Carolina Water Services Inc of North Carolina is authorized to discharge the treated wastewater through outfall 001 to receiving waters designated as Beddingfield Creek, classified as class C Nutrient Sensitive Waters(NSW)within the Neuse River Basin. This NPDES compliance evaluation inspection consisted of the following: • Review of the NPDES permit, • Review of the owner/facility information, • Review of April 2021-March 2024 monitoring data and compliance history. • On-site inspection of the wastewater treatment facility;and • On-site inspection of the discharge outfall. • Requested Response-Please respond back to items 5 and 10 within 60 days of receipt of this letter. Your written response should detail how these items were addressed. Findings during the pre-inspection file review were as follows: 1. The current NPDES permit was issued effective September 1,2023, and will expire March 31,2028. (The permittee will need to submit a permit renewal application at least 180 days prior to the expiration of the permit.Authorization to continue discharge and to continue operations under the existing expired permit is automatic once the permit renewal application is received by DWR. This is provided the renewal request is received by DWR at least 180 days prior to permit expiration.) The treatment units listed in the permit include the following: The WWTP facility consists of a bar screen,surge tank(7500 gallons),diffuse aeration basin (36,000 gallons),clarifier(11,000 gallons),cloth media tertiary filters, UV disinfection system, back up chlorination and de-chlorination system,and sludge holding tank. 3. Since the implementation of EPA's NPDES Electronic Reporting Rule, Willowbrook WWTP (NC0064378)has been submitting its discharge monitoring reports(DMRs)electronically,instead of on paper. The first DMR the Division received electronically from the permittee was for January 2015. As of October 7,2019,all NPDES discharge monitoring reports submitted in the eDMR system are accepted with electronic signature,signed hardcopies are no longer required to be mailed to the Division. 4. The Willowbrook WWTP has operator designations for David Ryniak,Operator in Responsible Charge(ORC), Anthony Caddell Backup ORC(bORC)and eight(8)other backup operators. David Ryniak,ORC has a W W-2 Certification(Cert#987900)and Anthony Caddell,bORC has a W W-3 Certification(Cent 1012880),both Certifications are active. The remaining eight(8)back-up operators listed all have an active certification status,with the exception of John Eric Johansen, listed as"inactive." 5. During the scheduling process for this inspection, it was communicated by email that contacts Dana Hill and Brent Millron no longer working for Carolina Water Services Inc of North Carolina. Provided for your reference is an attached copy of the current facility contacts(Owner, Facility Contact,Permit, Signatory Authority and ORC designations). Please review update these names, phone numbers and contact information,as appropriate. • For Owner Information changes: you must submit a Change of Name/Ownership form to DWR to make any changes to the Owner Information. [see link listed below] • For additions to the Delegation of Signature see/submit the delegation of signatory authority notification form. For the review period April 2021 through March 2024,the eDMR review revealed zero(0) limit violations and two(2)failures to monitor. These failures to monitor were for fecal coliform,March 2024(weekly)and Total Nitrogen,October 2022(weekly). The required Annual Administering and Compliance Monitoring Fee for the current billing period has been paid. There are no overdue fees. This fee is paid through July 31,2024. Findings during the inspection were as follows: 8. The ORC maintains logbook to record daily plant operations. Daily routine activities,adjustments made to treatment operations,and equipment status are a few of the items captured in the daily log. 9. Eurofins conducts the analyses for all required parameters except field parameters(Chlorine,DO, pH,temperature). Please begin to includetreport the appropriate field name and certification number in the"Certified Laboratories"on DRM. (e.g. Carolina Water Services Inc of North Carolina(Stephen Harrell- Certification 5161). 10. The thermometer used for reporting effluent temperature was present. However,this thermometer was not NIST certified/labeled. Please ensure the thermometers used are NIST certified, calibration dates are clearly documented, and this information is readily available for review. 11. The inspector reviewed/compared the February 2024 and April 2024 eDMR data against field data and analytical results. No discrepancies were noted. l2. During the walk-through of the wastewater plant,the inspector observed the following: PreliminaLl Treatment. a. Influent.The influent includes a manual bar screen and surge tank(7500 gallons). No issues of concern were observed with the preliminary treatment. b. Secondary and Tertiaa Treatment. The diffuse aeration basin(36,000 gallons),clarifier(11,000 gallons)and cloth media tertiary filters treatment uniters were present and operational. The inspector observed David Ryniak(ORC)measure the sludge levels in the clarifier at approximately 5.0 feet and 3.0 feet for both the front and far side hopper/baffled sections of the clarifier,respectively. The depth of this clarifier is approximately 7 feet. The inspector observed the tertiary filters. System was clean and free of excessive solids. No issues of concern were observed with the secondary and tertiary treatment. Disinfection. The facility treated wastewater prior to discharge using UV disinfection. The system has once channel with dual bulbs. Also present is back up chlorination and de-chlorination system. Mr.David Ryniak explained that backup bulbs/tubes were present onsite,and the bulbs currently in use had recently been replaced. Also,chlorine tablets and de-chlorination tablets were present and available for use. No issues of concern were observed with the disinfection system. d. Solids Handling. Granville Farms is the sludge hauler. No issues of concern were observed with the solids handling treatment units,storage or with the on-site sludge volumes/capacities. e. D ir�� ng beds. Sludge drying beds are present on site. These are relic sludge management units and are No longer in use. f. Flow measurement. The effluent flow meter is used to report flow on the eDMR. The calibration sicker stated that Clearwater Inc. last calibrated the flow meter on 11/3/2022. No other stickers and/or calibration documentation was available for review on the date of the inspection. On June 4,2024,David Ryniak(ORC),provided an email Danny Smith of the RRO,with documentation of the Willowbrook's effluent flow meter calibration by ClearWater, Inc.,dated 5.31.2024. Thank you for this the follow up documentation. Also,please ensure the flow meter calibration is accomplished annually and calibration documentation is maintained on-site and available for review. g. Sampling. As required by the subject permit,effluent sampling is achieved by both grab and composite sampling. The effluent ISCO composite sampler is setup weekly to collect TKN,Nitrate and Nitrate,and Total Nitrogen. It was explained the sample volume collected is 120 ml aliquots, collected hourly for a 24-hour period. The composite sampler was not in operation/setup to actively collect weekly samples on the day of the inspection. The remaining parameters,as listed on the limit page, are grab samples. h. Backup Power. The Willowbrook WWTP has an onsite emergency generator that can run the whole plant. Backup power is tested weekly. The facility maintains a log of the weekly tests and normal process operations. In addition,Alternative Energy, Inc.performs additional/periodic system maintenance, i. upstream, and Downstream sampling. -The upstream location was appropriately located upslope,away from the discharge and discharge pipe effluent influence(s). This sampling location is readily accessible. -The downstream sample location is near(just upstream)the property boundary with Clemmons State Forest.This location is appropriately located downstream from the discharge point such that the effluent is anticipated to be well mixed by the receiving waters. The receiving stream appeared to be clear with no observable solids or evident impacts to the stream. This downstream sampling location is also readily accessible. Out fall inspector observed the effluent discharge from the outfall pipe to Bedddingfield Creek,to be clear with no observable solids or foam. No observable detrimental impacts to the receiving waters from the effluent discharge were noted. The overall condition of the subject facility was compliant with the NPDES permit requirements as observed on the day of the inspection.
