New expiration date: July 31, 2029 FACILITY OVERVIEW: The City of Thomasville operates a conventional water treatment plant with a discharge of wastewaters generated during the flocculation and sedimentation process and from filter backwash. This water treatment plant currently has a design potable flowrate of 6.0 MGD and a maximum, monthly average wastewater discharge of 0.234 MGD. This facility is located at the City of Thomasville WTP on Old Lexington Road, near Thomasville, in Davidson County. Water and Wastewater treatment systems utilize: ■ Flow meter ■ Raw Water pump station ■ Flash mixer ■ Flocculator ■ Sedimentation basins and filters ■ Post chemical mixing box Chemicals added during process: ■ Potassium Permanganate ■ Alum ■ Caustic Soda ■ Chlorine ■ Clearwells ■ Sludge pumping building ■ Alum sludge settling lagoon ■ Dechlorination ■ Decanting structure ■ Screen on discharge ■ Fluoride ■ Polyphosphate ■ Sodium bisulfate Raw Water Treatment Process: (from application and historical documents) The water treatment plant draws water from Lake Thom-a-Lex and adds alum and sometimes potassium permanganate prior to flocculator, sedimentation basins and filters. Treatment then adds chlorine, fluoride phosphate and caustic prior to clearwells and flow to elevated tanks for distribution. Wastewater and Treatment Process: (from application, and historical documents) Wastewater comes from flocculation process, sediment basins and backwash for conventional filters. The wastewater goes alum sludge lagoon and has chlorine removed from the waste stream with ascorbic acid. There is no further treatment of the waste at the lagoon other than detention and settling of the waste. A screen is in place at the discharge pipe to keep large debris such as leaves from getting into the flow meter. The outlet pipe is a significant distance to the west of the facility. Old documents in the file note 14,000 foot pipe. APPLICATION The Water Treatment Plant is operated by the City of Thomasville. The application outlines a treatment process as outlined above utilizing flocculation sedimentation, and filtration (conventional) to produce potable water with wastewater and sediments going to an Alum Sludge Lagoon. Raw water is noted as coming from Lake Thom-A-Lex. The application notes average flow from the alum lagoon being 0.129 to 0.136 MGD. The larger value is noted as inaccurate due to one very large reading of over 7 MGD attributed to small fish getting past the screen and impacting the flow meter. The application notes the following parameters as "Believed Present" Cu, Zn, TRC, Fluoride, TN, TP, Sulfite and Al. The application notes that the alum sludge lagoon is currently being dried and dredged with solids being stockpiled in the lagoon until they can be disposed of at the Davidson County Landfill. During this period wastewater from the WTP is redirected to the WWTP. After completion of the dredging process the city expects that they can get approximately 5 - 6 more years of use of the lagoon before it must be drained and partially dredged again. It takes about a year for solids to dry enough to be dredged each time this occurs. Disposal of the solids from the dredging will be budgeted prior to the expected occurrence. During the draining and dredging process alum wastes from the WTP are temporarily diverted to the WWTP through the sewer system and solids generated from that are disposed of with WWTP solids. Once dredging is completed alum wastes will be sent back to the lagoon. The city indicates that preliminary planning is in the process for constructing a solids handling facility at the WTP. It is as undetermined as to whether this might be a belt press or a centrifuge system. It is possible that some other system might also be developed such as replacing the current lagoon with a new dual channel lined lagoon that would allow one side to be used while one was being drained and dredged. Until this solids Thomasville WTP Fact Sheet NPDES Renewal 2024 — April 8, 2024 Page 2 handling facility can be designed, funded and built the alum lagoon will continue to be operated in the cycle of use/ dredge with WWTP disposal/ use. INSPECTION The most recent inspection occurred on January 16, 2020. The inspection report noted the need for proper procedures for calibrating the closed channel flow measuring device. COMPLIANCE: This facility has not had any enforcement action with penalties since 2008. The facility had two (2) NODs during the permit cycle, one for a TRC violation and one for frequency violations for TP and Al monitoring. The facility also shows as having Late/Missing GW Reports in BIMS, but the GW monitoring was previously removed from the permit and should be taken out of BIMS. MONITORING DATA REVIEW: The facility has indicated no flow on their DMRs since March 2023. DMRs also indicate that the lagoon was removed from service March 1, 2022 for maintenance and repairs - to dry sludge in preparation for sludge removal from the lagoon. The application notes issues with inaccuracy of flow data for the February 2022 monitoring period which showed a very large flow of 7.05 MGD. The city felt the flow was impacted by small fish that made it into the flow meter as the lagoon was being drawn down. There were a few other months of data reported between February 2022 and March of 2023 but the permit writer has excluded these values because they don't appear to be representative of the regular discharge. Some (April 2022) was taken directly from the lagoon and some was discharge to remove accumulated rainwater. Data reviewed was reported between September 2019 and January 2022. REVIEW OF PERMIT MONITORING AND LIMITS: Flow - The maximum monthly average flow from the DMRs ( sept 2019 - Jan 2022) was 0.234 MGD. This value has been noted in the Supplement to Cover Page. Thomasville WTP Fact Sheet NPDES Renewal 2024 - April 8, 2024 Page 3 Whole Effluent Toxicity (WET) - The facility failed its last WET test before the last permit renewal, but passed all tests in the most recent permit cycle. This is a conventional WTP. By WTP guidance and discussions with AT staff these facilities should have pass/fail limit requirements. These changes have been made in the permit. TSS and Turbidity - TSS and turbidity values have been well within acceptable ranges. Nutrients (TN and TP) - These values have not shown any potential issues. TRC - The facility has had a large number of TRC values that have exceeded the 17 µg/L limit, but only one reported value has exceeded the compliance value of 50 µg/L. Reasonable Potential Analysis (RPA) - An RPA analysis was performed for three parameters - Copper, Zinc and Fluoride. In the 2019 permit renewal the RPA analysis showed reasonable potential for Cu and a permit limit was added to the permit. In the most recent permit cycle all values for Cu have been reported at < 2.0 µg/L. With the RPA analysis none of these three parameters was shown to have reasonable potential to cause an instream water quality issue. The permit limit for Cu has be removed in the permit and monitoring frequency for Cu will be relaxed to quarterly. Due to treatment processes, chemicals used and previous monitoring results, monitoring for all three of these parameters will be maintained in the permit. Monitoring data for Fluoride was reported for five (5) of eleven (11) data points as mg/L. These values were changed to µg/L for the data and RPA evaluations and the cover letter for the draft notes the need to assure all parameters are reported in the appropriate units. NCG59 GENERAL PERMIT EVALUATION The Thomasville WTP could possibly be considered for coverage under the general permit. It is a conventional treatment system and does not technically have any of the exclusions that would restrict general permit coverage. However, the Division notes that the facility has had failed WET results (2019) and has had reported high Cu values in the past. It seems appropriate to maintain individual permit coverage for the facility for at least another permit cycle to assure that general permit coverage is applicable and could be offered to the City. FILE HISTORY REVIEW SUMMARY May 9, 2006 - Initial NPDES Permit Issuance - The facility apparently had originally been permitted as a non -discharge system since 1985 (WQ000O425). The non -discharge permit was for a 2.3 acre lagoon and 4.2 acre area for decant. It appears, however, that the system had never been operated this way and instead the decant had been directly discharged. A consultant noted to the City that they could not discharge under the non -discharge permit and the City came to the Division and ultimately made application for coverage under an NPDES permit. November 21, 2007 - Permit Modification - This modification added components to the treatment system section including three groundwater monitoring wells, 14,000 linear feet of 8" force main to the alum lagoon and clarified that supernatant lagoon as being proposed. Permit also added a Special Condition section for monitoring well requirements. These changes were made to transfer conditions from the WQ0000425 permit as it was being rescinded. June 11, 2009 - Permit Reissuance - This permit renewal included further expansion of the components of the treatment system and included chemical additives in the process. Wastewater had been directed to the WWTP rather than the lagoon. September 11, 2015 - Correspondence from DWR to the City advising that groundwater monitoring was no longer required for this facility and the wells were to be abandoned according to the administrative code requirements (2C .0113). November 29, 2016 - Permit Renewal -This renewal included a number of permit modifications. The limit for flow was removed and because flow is greater then 0.05MGD it was changed to continuous monitoring. A number of monitoring requirements were removed: groundwater monitoring, Pb, Mg, Mn and Calcium (no water quality standard); Zn and NH3-N (don't use chemicals that would introduce). Monitoring frequency for fluoride and Cu reduced to quarterly to match WET frequency. Turbidity monitoring added to meet US EPA requirements and effluent hardness was added (no instream due to zero flow receiving stream. The permit also added the electronic DMR submittal requirements. The permit noted the WTP potable water capacity of 6.0 MGD and maximum monthly discharge of 0.177 MGD. The RPA analysis was done for Cu, Zn and Fluoride but with a very limited data set. Cu did show RP but all parameters were just included for monitoring due to the limited data. August 16, 2019 - Permit Renewal - The permit updated language on eDMR, outfall map, supplement to permit cover and the system components list. Monitoring changes included reduction of frequency for turbidity monitoring, adding Zn back to the permit based on potential for zinc orthophosphate use. The RPA analysis showed that Cu had reasonable potential so limits were added (10.45 MA and 14.30 DM) to the permit for Cu and monitoring increased to monthly. PROPOSED PERMIT CHANGES: • Updated eDMR requirements to be consistent with final EPA rule. • Added regulatory citations throughout permit as needed. • Language on the Supplement to Permit Cover Sheet has been updated. This includes modification of the treatment system components and update of the maximum monthly average discharge. • Based on the results of the RPA analysis the limits for Cu have been removed and monitoring frequency has been reduced to quarterly. • In accordance with WTP Guidance the WET conditions for Conventional WTP should be pass/fail limited requirements. The language in the Effluent Table and Section A.(2) for WET requirements has been updated accordingly. • Permit map and descriptive information on the permit map have been updated. • Expiration date has been changed to July 31, 2029 to allow for a nearly full five year permit term. They area conventional system. In the last renewal they had just had a WET test failure and they had shown Reasonable Potential for Cu violations, so they ended up with a permit limit for Cu. Over the permit cycle since then they have passed all their WET requirements and all their Cu numbers have been below detection, so the Cu Limit could be removed in this renewal. They currently aren't discharging because their alum lagoon is full, and they are discharging to the WWTP while they wait for the material to dry so they can dredge the lagoon out. This permit could potentially qualify for the NCG59 permit coverage. Since they have had WET and Cu issues in the past (actually only one WET failure and a couple of high Cu values) and discharge to a water body impaired for biological integrity I am considering keeping them in the individual permit coverage at least for this cycle. We would takeout the Cu limits and change that monitoring back to quarterly. I wanted to see how you guys felt about this in the region. Do you think we should stick with the individual coverage at least for this permit cycle or do you think we should offer them the GP coverage? If you want to discuss this, we can set up a Teams call.
