Holly,NC 28120 Subject: COMPLIANCE EVALUATION INSPECTION NPDES Stormwater General Permit NCGO30000 Daimler Trucks North America LLC Daimler Trucks North America LLC - Cleveland, Certificate of Coverage NCG030039 Rowan County Dear Mr. Redshaw: On July 12, 2023, a site inspection was conducted for the Cleveland facility located at 11550 Statesville Blvd, Rowan County,North Carolina.A copy of the Compliance Inspection Report is enclosed for your review.Colin Buchanan, Facility Engineer, we also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG030000 under Certificate of Coverage NCG030039. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Third Creek, class C waters in the Yadkin Pee-Dee River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG030000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Present during the inspection was Colin Buchanan,the facility engineer. All portions of the stormwater pollution prevention plan (SWPPP)were present and up to date. Analytical and qualitative monitoring data was present and being completed per permit requirements.While the SWPPP was compliant, the following was suggested during the inspection: -Including a sheet noting the yearly reviews or updating the cover sheet of the SWPPP to reflect the date it was reviewed may aid in the efficiency of future inspections - Including names and contact information for the list of responsible parties may aid communication in emergencies or other acute scenarios. The facility is in tier three status for Zinc at outfall 1 and zinc and copper at outfall 2.A tier 3 response plan was sent in to DEQ indicating they believed the benchmark exceedances of zinc and copper were coming from brake dust and other debris in the loading docks and storage areas on the north side of the facility.Daimler Trucks outlined in the response plan they planned to implement a program to sweep the facility every two weeks to prevent this dust from reaching the outfalls. If this plan is noted to not significantly reduce the analytical results of copper and zinc, additional measures may be needed. All outfalls on site were observed during the inspection. Stagnant water in ouffall 2 had a light blue tint.
