Dear Mr. Honeycutt:
On May 15, 2024, a site inspection was conducted for the Barringer's Trace Apartments facility located at
901 Ross Circle, Cabarrus County, North Carolina. A copy of the Compliance Inspection Report is enclosed
for your review. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater Permit SW3150903. Permit coverage authorizes the discharge of stormwater from the facility to
receiving waters designated as Adams Creek, class C waters in the Yadkin Pee-Dee River Basin.
As a result of the inspection,the facility was found to be noncompliant with the conditions of the SW3150903
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
An inspection was conducted alongside Ruffino Cruz, a site manager with Barringer's Trace Apartments.
The inspection revealed no issues with the BMPS or inlets on site. All inlets and BMPs were installed as shown
on the plan. The built upon area was constructed per the plan and stormwater flows to the inlets and stormwater
basin.
While the site manager indicated that maintenance and inspections were being completed on site, no inspection
records or maintenance logs were present on site for review. No annual summary reports have been sent to
DEQ for record.
A signed copy of the engineer's certification is not on file.
The facility must:
-Within 30 days, send a signed copy of the engineer's certification to the DEQ Mooresville Regional Office.
- Maintain an on-site record of inspections and maintenance completed in and around the stormwater BMPs on
site. Ensure annual summary reports are sent to DEQ for inclusion in the file.
