Please refer to 'Level Spreader—Vegetated Filter Strip Supplement' for reviae Pak flow directed to the LS-VFS. The correct peak flow is 0.13 cfs based on maximum 'Orifice Outflow (cts)' under 10-Year Routing Storm calmcula iioo s. 10-Year Routing Storm calculations are also attached for your use. Furthermore, downslope elevations at the base of level lip and at the end have been revised to 28.5 fmsl and 28.0 fmsl, respectively. We are hopeful that this response addresses all concerns and that the permit can be issued in the near future. Should you have questions or additional concerns, please feel free to contact us. Sincerely, ECEIV11' FEB 10 2014 11 CDRYS A Ne AST ENGINEERING BY' .J Pusey, Steven From: Pusey, Steven Sent: Thursday, February 06, 2014 4:00 PM To: Newsom, David Subject: Additional Info- Rose Commercial Center David, Everything looks pretty good except I need the following additional information in order to continue the review for Rose Commercial Center. 1. Regarding plan sheets 1,4,and 7,the shaded area on the wetlands is too dark. Please lighten this area so that the notes are legible underneath. 2. On plan sheet 7 under Vegetated Shelf Planting Schedule,on the Shallow Water Plant Varieties section, the notes say"Contractor to plant lower 5' of vegetated shelf(i.e.—above normal pond)with..." Shouldn't this read as(i.e.—below normal pond)? The same applies on the other side for the Shallow Land Plant Varieties section. _ __ . 3. On the level spreader/vegetated filter strip supplement, please explain how you got 0.55 cfs peak flow directed to the LS-VFS. On page 2 of the supplement, you state the elevation at the downslope base of level lip to be 20.37 fmsl and 20.0 fmsl at the end. Shouldn't these be 28.5 and 28.0 as shown on the plans? Please revise and resubmit as necessary. Let me know if you have any questions. We request your response by no later than February 27,2014. I am the admin support for Stormwater and you can always contact me regarding status of projects as I am the first point of contact when applications are submitted. This application was received on December 19th,was given a cursory review, then given to me to enter into the database. Many of the staff, including myself, took vacation time during the holidays. I actually just put the submittal on my desk about 30 minutes ago to get it entered and a file established. From there it goes into a drawer awaiting assignment to a reviewer by our Stormwater Supervisor,Georgette Scott. She plans on assigning all the projects that came in during the holidays before the end of the week. At that point, I will be able to tell you who the staff reviewer will be. I am unable to estimate a timeframe for their review as projects are reviewed in date ordered received and I have no way of knowing at this time what the intended reviewer has ahead of this project. Please feel free to contact me next week and I will then be able to tell you who the project has been assigned to and then you can touch base with him/her to discuss a timeframe. Hope this helps. fo casmer Administrative Assistant for DEMLR/Stormwater Section NC Department of Environment&Natural Resources Division of Environmental Assistance&Customer Service 127 Cardinal Drive Extension Wilmington, NC 28405 Phone: (910) 796-7336 Fax: (910) 350-2004 Email correspondence to and from this address may be subject to the North Carolina Public Records Law arid may be disclosed to third parties 1 n Completeness Review Checklist Project Name: tilYlQCRO FrLCCATIEIZ Received Date: )q DgC apt / Project Location: —J oKf,LcM-) Accepted Date: Rule(s) 2008 Coastal 1:11995 Coastal ®Phase 11 (WiRO ) ®Universal ®1988 Coastal Type of Permit: Ne or Mod or PR Existing Permit#(Mod or PR): PE Cert on File? Stormwater Treatment And Erosion Control Narrative Rose Commercial Center Onslow County Rose Family Properties, LLC proposes to construct a commercial center on a 2.11 acres tract located on NC Highway 24 at its intersection with Seth Thomas Road in Swansboro, Onslow County. The site is currently undeveloped. The developer will construct parking, drainage, water distribution and wastewater treatment improvements. The total disturbed area is 2.0 acres. The project, located within 0.5 miles of SA;HQW waters (Cartwheel Branch 20-26-1), will be designed as high density (>12% BUA). The stormwater emanating from the proposed impervious surfaces shall be collected via sheet drainage and underground storm pipes and treated in a wet detention pond. A level spreader and vegetated filter strip will also be designed in accordance with SA watershed requirements. The treatment system will require periodic maintenance specified in the attached Operation and Maintenance agreements. Proposed erosion sedimentation control measures include temporary construction entrance, silt fence, and inlet protection. During construction, the stormwater storage basin will be used as a temporary sediment basin. The proposed basin contains adequate storage to accommodate sediment generated from the project area based on 3,600 CF/acre requirements. Soils on the site are loamy sands, underlain by denser less permeable strata. Site topography is gently sloping (<2.0%) to the northeast.
