Dear Mr. Stevenson:
On February 17, 2005, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 040301. The revisions include the deletion of the
previously approved bridge crossing connecting the existing project with the new parking lot,
and replacing it with 40' of double 72" aluminum culverts. It has been determined that a formal
permit modification is not required for the proposed changes. We are forwarding you an
approved copy of the revised plans for your files. Please replace the old approved plan
sheet(s) with the new one(s).
Please be aware that all terms and conditions of the permit issued on March 3, 2004,
remain in full force and effect. Please also understand that the approval of this revision to
the approved plans for the subject State Stormwater Permit is done on .a case-by-case
basis. Any other changes to this project must be approved through this Office prior to
construction. The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes, rules, regulations or ordinances which may
have jurisdiction over the proposed activity, and obtaining a permit or approval prior to
construction.

Howard:
Yes, I ' ll accept a copy of the construction drawings with the pump
station and force main shown. I don' t want to make you redraw the
plans, I was just looking for more detail than what Laurie approved.
From the drawing she approved, I can' t tell how runoff is supposed
to get to the pond, and I think it ' s very important that this be
clear.

There is no swale that directs water to the pond .
This project utilizes an
underground storage pipe , stormwater pump station &
force main to get water
to the existing pond . The pipes you are speaking of
are emergency overflow
pipes from the pump station wet well .
The plans I submitted to you are virtually the same
plans approved, with a
different title block . As I mentioned in my cover
letter, the only thing
that has changed is the installation of a culvert
crossing instead of a
bridge .
I will be happy to meet with you to clear up any
concerns you have . Maybe a
set of the construction drawings will clear things
up? ? They have plan and
profile drawings detailing the force main &
underground reservoir, in
addition to a grading plan, details & separate
existing topo sheet . I have

a bit of a problem with creating a whole new plan for
an approved project ,
when the revised plans match the old plans entirely,
other than the items I
mentioned .

Howard :
I know you did the original design while working
for HDS , but I looked
at the plan that Laurie approved in March, 2004 and
I have one real
concern . The inlets that supposedly transport the
runoff from the new
parking area appear to empty into a pipe that
discharges directly into
Mill Creek . The drawing is so overlayed with
information and thick black
lines in this area , that I am unable to say for
sure how this piping is
connected to the swale which directs all runoff
into the pond .

area, indicating how the
piping is connected so that it gets into the pond?

Enclosed please find two(2) copes of the revised plans for the referenced project. As I mentioned in my email last week,
the bridge crossing has been replaced with a twin 72"culvert crossing. There have been no other changes to the
stormwater management plan.
Please note that Coastal Site Design is now the Engineering Firm on record for this project(no longer Hanover Design
Services, PA). Please forward any correspondence or copied correspondence to the address on this letterhead.
