Project Location
Located by driving from Bath, NC on Hwy 92 east, 5.7 miles. Continue on
Hwy 99 for 0.8 miles. Tum left onto Southwinds Lane, go 0.6 miles to the river.
The Bilbro land is on the right at the waterfront and this begins the project area.
Project Overview
Storms have created severe washouts and scalping on the shoreline. The
proposed bulkhead is to protect the farm from more erosion and stop sedimentation
from entering the Pamlico River.
The proposed. new bulkheading will be installed in 3'(not to exceed 5') in
front of and run parallel with the existing normal water level, to minimize fill
needs. The new bulkhead will use railroad crossties with heavy fabric filter in
front and back of the crossties. The crossties are vibrated into the shore bottom a
depth of 4'. The bulkhead is secured by treated lumber bolted across to top and
capped by 2" by 12" treated lumber. Sloping and grading the current embankment
will be used to back fill the bulkhead. Then riprap will be placed on the waterside
to harden and protect from heavy wave action.

The project includes a small boat launch 15' wide with groins and 1 pier yd '~
from shore on the side of the boat ramp. The ramp is for family recreation access
aa~d will .include access road form Southwinds lease, Ramp will be a modest slope
and use slated concrete for road surface.
The landowner plans to back fill the areas with sand from the farm. The
entire 11.236 acres of this tract are sandy/clay farmland allowing the upland area to
be sloped by moving the fill materials to build up next to bulkhead wall. Any
additional fill needed will come from existing permitted mines. The backfill to
the new bulkheading will stabilize the wall. Gentle slope of the fill should
minimize runoff. Seeding the disturbed area with grass and mulch will prevent
runoff of soils.. This project is to be built by Selby Land Concepts.
Beaufort Bluffs, LLC

The 11.3-acre project site is located off NC 99 on the north shore of the Pamlico
River east of the Bayview Feny between the Rest Haven and Southwinds residential
subdivisions near the Town of Bath in Beaufort County, North Carolina. The site is a
row crop ag field with a rectangle shaped wooded area 50' wide x 400' long located
adjacent the Pamlico River in the southeast corner of the property. Access to the site is
down Southwinds Lane, which borders the property on the east side. The wooded area
adjacent the river is vegetated with various hardwood trees including red maple, black
gum and loblolly pine. The ag field was not planted this growing season and is vegetated
with opportunistic herbaceous grasses/weeds.
The shoreline along the project site is characterized by a sandy estuarine beach
with a 4' to 6' tall erosion escarpment. The erosion of this shoreline is fairly uniform
with the only variable characteristic being the width of the estuarine beach. The wooded
shoreline comprises ±400' of the total 733' of shoreline. The escarpment in this area is
4' tall with both living and dead tress eroded/blown over into the river. The estuarine
beach adjacent the wooded area is narrow (±10' wide). The remaining 333' of shoreline
is part of the ag field. The escarpment is higher along the ag field, ±6' tall. The height of
the escarpment coupled with a slightly higher erosion rate has created a wider estuarine
beach (t20' wide).
The residential lot on the east side of the project site is stabilized with a bulkhead.
This bulkhead has a long return wall that terminates to an area of riprap likely placed to
address the continuous erosion of the project site. The residential lot on the west side of
the project site is stabilized with a combination of a bulkhead and riprap. There is an
existing drainage ditch that drains to the river on the western edge of the ag field
separating the project site from the next property.
Water depths in the river are shallow generally 2.5' or less within 100' of shore.
Depths gradually increase fiirther offshore. There was no evidence of submerged aquatic
vegetation during site visits conducted by DCM staff. The Pamlico River at this location
is classified as SB NSW by the Environmental Management Commission and Coastal
Waters by the Division of Marine Fisheries.
Project Description
The applicant proposes to stabilize this shoreline with a wooden wall armored
with granite riprap. The wooden wall will have an average alignment of 3' with a
maximum of 5' waterward of the normal water level (NWL). The wooden wall will be
constructed to a finished height of 4'. The riprap will be stacked waterward of the wall
with a 2' : 1' slope. The wooden wall will tie into the return wall on the neighboring
property to the east and will terminate at the ditch at the western boundary. Backfilling
of the bulkhead will be accomplished by grading the escarpment to the wall
supplemented with earthen fill trucked from a nearby mine.
A 15' wide x 40' long boat ramp is proposed to be constructed waterward of the
wooden wall. The ramp will either be constructed with a wooden frame with concrete
slats as a surface or with a solid concrete ramp. Vinyl sheet pile is to be driven in place
along the sides of the ramp extending 4' above the NWL. A 3' wide x 42' long launch
pier will service the boat ramp.
The applicant also proposes to construct a 6' wide x 182' long pier with a 16' x
24' T-head platform.
Anticipated Impacts
The proposed shoreline stabilization and boat ramp construction will result in the
filling of ±8,663 ftz of Pamlico River bottom. The new pier will shade 1,474 ftz of river
bottom. Grading of the bank and construction of the boat ramp access will disturb 24,790
fta of uplands. The proposed development will result in localized short-term turbidity.
