The former 85-year old Fredrick Douglass Elementary School has been demolished and removed and a new school building and associated structures, drives, parking areas will be built.
The general land use in the vicinity of the site consists of residential housing and agricultural farm land.

The purpose of the project is to provide a new updated elementary school to serve the local population.

The project includes the demolition and removal of the 85-year old school building and associated structures and the construction of a new school building and associated structures and
elements such as parking areas, driveways, greenway trails, playground, etc. Construction will be performed by standard commercial construction equipment. No specialized equipment
not regularly seen on commercial projects is anticipated.

The wetland delineation was verified by the USACE on May 9, 2024 and a delineation concurrence
email was received on May 16, 2024. The DWR visited the site on November 16, 2022 and issued a

The proposed buffer impacts are for a greenway trail connecting the school site to the athletic fields and allows for safe ingress and egress. The
greenway trail must be stable to be ADA compliant and therefore will be graveled but may be paved with asphalt in the future if needed.

The proposed area to be impacted has been minimized as much as practicable in the design of the project. Appropriate sediment and erosion control
practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual" will be
used to minimize impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Specific attention will be paid to ensure grading is only performed to the extent needed for the proposed project and all grading not required will be
avoided. Additional impacts to the jurisdictional wetland will be avoided through the use of appropriate sediment and erosion control devices.
