Drawer 368 Havelock, North Carolina 28532 Subject: Correction to NPDES Permit NC00078131 Brown Boulevard Water Treatment Plant City of Havelock Craven County Dear Mr. Freeman: The Division of Water Quality (the Division) has noticed a small error in your permit, effective September 1, 2008. Your receiving -stream monitoring for TSS should not have been bound by permit limits, therefore we have revised your TSS monitoring requirements [see permit section A.(1.)]. Attached, please find permit change -pages. Please advise David Hemenway, WTP Supervisor/ORC to insert these pages into your existing permit and discard the old pages. We require no further action by you. This permit is not transferable except after notice to the Division of Water Quality. The Division may modify, or revoke and reissue this permit. This permit does not affect your legal requirements to obtain other permits required by the Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or any other Federal or local government. E = Effluent; I = Influent; U = upstream at least 50 feet from the outfall; D = downstream at least 50 feet from the outfall. 2. TRC — Because low-level TRC is currently difficult to quantify in a wastewater matrix, the Division shall consider all effluent TRC values reported below 50 µg/L to be "in compliance" with the permit. However, the Pemtittee shall continue to record and submit all values reported using North Carolina -certified field and lab test methods, even if these values fall below 50 µg/L. 3. Modifications — After one year, (12 samples minimum), the Permittee may petition the Division to reevaluate the monitoring requirements for a given parameter. If new data wan -ant the Division may modify the permit and may consider this a minor permit modification. 4. For a given wastewater sample, TN = TKN + NO3-N + NO2-N, where TN is Total Nitrogen, TKN is Total Kjeldahl Nitrogen, and NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively. 5. Whole Effluent Toxicity (WET) testing - Pass/Fail @ 90%, monitor only [Jan, Apr, Jul, Oct-Petmittee's choice of species: fathead minnow; silverside minnow, mysid shrimp, See Section A. (2.)]. The Permittee shall collect and report only those samples that accurately represent the discharge. The Permittee shall discharge no floating solids or foam visible in other than trace amounts.
