STORMWATER DIVISION CODING SHEET RESCISSIONS PERMIT NO. DOC TYPE U COMPLETE FILE - HISTORICAL DATE Of RESCISSION YYYYMMDD Reed, Isaiah L From: Reed, Isaiah L Sent: Tuesday, October 23, 2018 2:40 PM Ta: Bennett, Bradley Cc: Aiken, Stan E; Morman, Alaina Subject: RE: Rescission approvals Ok, thanks. I hate to think I have been doing it wrong all this time. Rescission request approvals currently: 1) Blackstone wood products NCG210052. Good to go for rescission. I went out there first on July 31, 2018 and they had some bare areas where some minor land clearing had been done. I denied the request at that time, but they requested that I come back out, so I re-inspected on October 9, 2018. All issues were fixed and crass was getting established in the disturbed area. 2) L3 Technologies NCGNE1231. Good to go. Facility is now owned by AVL. I inspected it on October 17, 2018. 1 am currently looking into the permit status of the new facility. 3) . A rescission request may be needed for WestRock NCGNE1091. Did an inspection at their NCG180003 facility in Rutherford County and when I mentioned an NEC showing active for NCGNE1091 they didn't know why it wasn't rescinded already. I visited the facility, and its being used by another company to warehouse material now. Have they already submitted a rescission request? I was unable to locate one. It would have been submitted a while back. I inspected it on October 18, 2018, Isaiah L. So, I don't have any other info to pass along right now. For the time being, if you have a recession you can forward an email approval to me and we will handle the letter and BIMS stuff up here. We will get it all worked out at some point. Thanks for checking on this. A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff. For permitted facilities,in North Carolina, DEMLR must approve your application for No Exposure Certification before this exclusion is effective. Until you are issued a No Exposure Certification and your NPDES permit is rescinded, your facility must continue to abide by the terms and conditions of the current permit. Industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products,final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed"means -banded-or-otherwise.secure d-and-with_locked-or_non_operationaLtaps or valves; adequately maintained _ vehicles used in material handling;and final products, other than products that would be mobilized in stormwater discharges(e.g.,rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion.By signing and submitting this No Exposure Certification form, you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 122.26(g). If approved, your conditional No Exposure Exclusion has no expiration date BUT MUST BE self re-certified at least annually.
