A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff. For permitted facilities in North Carolina, DEMLR must approve your application for No Exposure Certification before this exclusion is effective. Until you are issued a No Exposure Certification and your NPDES permit is rescinded, your facility must continue to abide by the terms and conditions of the current permit. Industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks, and similar containers that are tightly sealed,provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves;adequately maintained vehicles used in material handling; and final products, other than products that would be mobilized in stormwater discharges(e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion. By signing and submitting this No Exposure Certification form, you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 922.26(g). If approved, your conditional No Exposure Exclusion has no expiration date BUT MUST BE self re-certified at least annually. Sorry about that. Please find attached two pictures. Photo 1 shows the tube part of the vacuum machine that goes around the entire truck when they are washing it. Photo 2 shows the machine itself—basically like a huge wet vac. All the wash water gets stored and hauled off by the contractor who runs the truck wash system. His information is below. I watched them run this thing for like 15-20 minutes and it works really well —no leaks anywhere. They wash trucks about once per two weeks and never during a rain event. O Box Board in GSO—NCGNE0979, 8313 Triad Drive. Recently obtained Certificate of No Exposure. went to the site to better understand what was going on, and here are the facts. The facility releases approximately 25- 40 gallons a week of compressor condensation that has first gone through an oil-water separator(-8 or less gallons a day). This water is spurted out a tube on the outside of the building a few times a day. The water is released in a grassy area that is about 50'-55' from a yard inlet(see pic). If water actually made it to the yard inlet, it would then go about 500' of pipe before entering a large detention pond (about 0.33 acres). The question is whether it's okay for them to release this water as described above, or do they need to dispose of this water in the sanitary sewer? What are your thoughts about this? Let me know if I need to further explain something. As I understand it from your information and on-site observations, approximately 25-40 gallons of condensation is used per week, and this water goes through an oil-water separator. After this process, the water is released sporadically into a grassy area, which is about 50' feet from the nearest entrance (yard inlet) to the City's stormwater conveyance system. Based on these facts, staff with NCDENR and the City of Greensboro consider the discharge to be "De Minimis," meaning that the quantity is small enough that no permitting is required at this time. If any of the variables change or there are concerns in the future, permitting or other changes in discharge may be applicable and the situation can be reassessed at that time.
