Based on your submittal and signed certification of no exposure at the above" referenced facility, the Division is granting your conditional exclusion from permitting as provided for under 40 CFR 126.22(g), which is incorporated by reference in North Carolina regulations. .Please note that by our acceptance of your no-exposure certification, you are obligated to maintain no- exposure conditions at your facility. Material handling activities include the storage,loading and unloading,transportation, or conveyance of any raw material,intermediate product;final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities; drums,barrels,tanks,and similar containers that are tightly sealed,provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves;adequately maintained vehicles used in material handling;and final products,other than products that would be mobilized in stormwater discharges(e_g.,rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition,the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalis. If any industrial activities or materials are,or will be,exposed to precipitation,the facility is not eligible for the no exposure exclusion.By signing and submitting this No Exposure Certification form,you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 122.26(g). A 275 gallon tote ruptured releasing approximately 250 gallons of acid solution. This solution was approximately 10% Sulfuric Acid and 20%Nitric Acid. About 6:45 a.m. on the 25`h, Stratford Metal employees discovered the spill. Attempts were made to contain the spill, but this was not sufficient so the Winston-Salem Fire Department was called. The spill ran underneath the fence in front of Stratford Metal and headed for the South Storm Drain (see map) on Marshall Street. The Fire Department arrived and pulled the lids off both the South and North storm drains. They poured in lime and put multiple large absorbent rolls into each storm drain. The South storm drain empties to the North storm drain. The North storm drain empties to a large pipe(48" or more) going to the creek behind Stratford Metal (see map). The spill was trapped between the two Storm Drains a substantial distance from any outfall. A& D Environmental of High Point was immediately called for clean-up. They arrived at approximately 10:00 a.m. with a stainless steel Vacuum Truck and two support vehicles. Stratford Metal Finishing, Inc. 1681 S. The absorbent rolls were removed and the North storm drain was vacuumed. Then an A& D employee was suited up and sent down into the large pipe under the North Storm Drain. He vacuumed it out and reported that very little of the spill had made it that far. He saw no evidence of the spill making its way down the pipe, towards the creek. The Fire Department checked the creek several times and reported that there were no signs of the spill. Bethany and I Sad a talk about this today and our language i not super clear (surprisel so we are actually a little confused about our own permits (no jokes please). Anyway, that is a pretty awesome site and the inspections report will tell you their other permits they have and some of their violations - but I have found that it might nut be totally complete. The other site which is pretty gocd {and i think has the same information) is the NIH site: The TRI/Superfund sites.
