The Winston Salem Regional Office agrees with you that it will be difficult for you to fall within cut off concentrations for pH when area rainfall is below the expected range. The Regional Office also notes that your original request for a No Exposure Certification NCNE0486 was submitted to the Stormwater Permitting Unit in July 2007 and recommended by the Winston Salem Regional Office in October 2008. The Division apologizes for the delay in processing your request. The Regional Office recognizes that the pH conditions that will bump you into a tiered response with more frequent testing are out of your control. As a result the Regional Office will allow you to defer further testing as required by your existing stormwater permit NCG060293 until the requested No Exposure Certification can be issued or the Stormwater Permitting Unit in the Central Office requests otherwise. We have conducted our inspection, per the permit requirements (Tier One and Two) and we did not visually find any source for the acidic pH. With this in mind T wanted to have our Lab perform some testing to help determine/eliminate the source (s) . Yesterday I took a sample at storm drain (SD) #4 and the building down spout, which feeds SD*4 . The SD had a pH of 4 . 95 and the down spout had a pH of, 4 .79. This leads me to believe that our parking lot is not negatively impacting pH, as previously stated from our past inspection. 1 decided that we would need to know our base pH in order to determine the source of the failures. Today, T took a sample of the rain 1 of2 1/30/2009 1 1:29 AM Re: pH for storm water water and the pH reading was 5.0. It appears that we can not meet the 6.0-9.0 pH requirements, due to acidic rain. Please advise me on any recommendations that you may have with the Tier Two requirements. They have been contacting us inquiring as to the status. Please pull this one out of the stack and lets try to get it out next week. An extension request for the response to the NOV was granted by NC Division of Water Quality for February 29, 2008. Violation: The SWP3 is incomplete and outdated. Failure to comply with the permit. Response: Attached is a complete and updated SWP3 for ITW Texwlpe. In the summer of 2006 ITW changed their permit coverage from General Permit No. NCG170000 permit to General Permit No. NCGO60WO to reflect a more accurate SIC code. In'this transfer process there was misunderstanding as to differ+encing requirements of time two permits. ITW Texwipe now fully understands the requirements of the NCG0130000 permit and will comply with all the requirements in the future. Violation: Failure to conduct analytical monitoring. Response: As mentioned above, ITW Texvripe transferred from a NCG170000 permit to a NCGO60000. ITW Texwipe received coverage under the NCGO60000 permit on July 5, 2006. The first required period tot annual analytical monitoring was:July 2006—June 2007. ITW Texwlpe performed the required annual analytical monitoring within this period on February 1,2007. The results of analytical monitoring performed on February 1,2007 are enclosed. The next required annual analytical monitoring period was:July 2007—June 2008. The NCG060000 permit was reissued with new requirements on November 1, 2007 before this monitoring period ended; therefore sampling was not conducted for monitoring period July 2007—June 2008. ITW Texwlpe will continue to conduct required analytical sampling,which is required on a semi-annual basis per the reissued NCG060000 permit. Violation: Failure to conduct qualitative monitoring.
