A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter(with some exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff. industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed"means banded or otherwise secured and with locked or non-operational taps or valves; adequately maintained vehicles used in material handling; and final products, other than products that would be mobilized in stormwater discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. in addition, the exclusion from NPDES permitting is available on a facility-wide basis only—not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion. By signing and submitting this No Exposure Certification form, you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 122.26(g). Alamance County Dear Mr. Walker: On October 25, 2007, Jenny Freeman of this office performed a Stormwater Permit Inspection at Wicker Services, Inc. located at 2956 Tucker Street Extension in Burlington, North Carolina. This facility holds General Stormwater Permit No. NCGO80706 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with activities that have Vehicle Maintenance Areas. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self-monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective September 1, 2002 and expired August 31., 2007. The new permit will be sent to you soon. 2. Records/Reports As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. Greenhorne and O'Mara, Inc_ created the SPPP, dated November 23, 1997. Please make sure that all necessary employees are aware of the SPPP and that it is being implemented and continuously updated at your facility. 3. Facility Site Review Wicker Services, Inc. is a trucking company. The only process material maintained outside of the main building is a 15,000-gallon tank of diesel fuel, with secondary containment. There is an oil/water separator that treats water from the covered fueling area. The contents do not discharge to surface waters, but instead are pumped on an annual basis by Noble Oil Services. Receipts for this service are maintained with Stormwater records. The last pump-out took place on October 23, 2007. Yt-was determined-during the visual inspection of the property that a conditiori-of no exposure exists at this facility since all process materials at the facility are covered by a storm resistant -t shelter to prevent exposure to rain, snow, snowmelt, and runoff. Therefore, it is recommended that you apply .for a No Exposure. Certification for Exclusion from NPDES Stormwater, Permitting.
