Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Site is located at 945 Steeple Square Court in Knightdale, Wake County, NC. The coordinates of 35.8020°N, 78.4882°W generally correspond to the center of the Site. The Site is within the eastern piedmont region of North Carolina and in the Neuse River Basin. The Site is comprised of a single parcel. The majority of the Site is comprised of structures and parking for the Knightdale Police Department and the Knightdale Fire Station 2. The perimeter of the Site to the east, west, and south is forested and dominated by mature hardwoods. The topography of the Site ranges from a low point of +/-280 feet above mean sea level (msl) just northwest of the property to a high point of +/- 300 feet above msl at the southeastern property corner. The surrounding landscape is a mix of residential and multi -family development, municipal buildings, commercial development, and a school. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: * The proposed project is to construct the Knightdale Public Safety Building. The Town is proposing to expand the existing fire station to accommodate the additional police demand and convert the parcel to a public safety building (to include both police and fire), which requires a building expansion. Due to the impervious area added from this renovation, the Knightdale UDO requires treatment of stormwater. Due to the topography of the site, a discharge point for stormwater treatment is required at an elevation below that of the adjacent stream buffers, so buffer impacts were necessary to allow stormwater discharge at the required elevation. The depth of stormwater treatment has been minimized to eliminate any stream impact. Existing areas of impervious (i.e. existing outbuildings) will be demolished to accommodate the required SCM. Additionally, existing areas of pavement within the protected buffer will continue to be utilized. In short, the only new proposed impact will be for the necessary SCM outfall. This building expansion is consistent with property usage in the vicinity of the project which includes commercial development with attendant parking, schools and other municipal buildings. Standard construction equipment such as front-end loaders, dump trucks and on road trucks will be utilized. The associated buffers with these features are (in places) already affected by parking lots and internal access driveways (i.e. existing uses). Other than the new proposed impact for the SCM outfall, no additional riparian buffer impacts are proposed or necessary. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The Site is bordered on the eastern and western property boundaries by buffered, perennial streams. The proposed building expansion does not propose additional impervious surface into the buffer; instead, the plan is to update and adjust the layout within the existing impervious locations (i.e. existing building, parking lot and internal driveways). Currently, there is no stormwater treatment on this Site; however, the new building design will meet with the municipal stormwater requirements and provide stormwater treatment via the proposed SCM. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. General construction techniques will include construction fencing to prevent any accidental impacts as well as providing protection from stormwater runoff into the stream and riparian area. Additionally, all existing impervious surfaces/structures within the buffer will be maintained and/or repurposed (i.e. no new proposed impervious surface within the buffer). The only proposed impact is for the stormwater outfall which will improve downstream water quality as there is currently no stormwater treatment provided on the Site. E. Diffuse Flow Plan Q la. While there will be concentrated flow discharged to the receiving stream, it will be through a riprap dissipator pad which is intended to reduce the velocities to non-errosive and is allowable per the Neuse River Buffer rules [15A NCAC 02B .0714 (9) Stormwater Runoff Through the Riparian Buffer]. 1c.
