Thomas WTP Forsyth County Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended.) The final permit includes the following changes from the draft permit sent to you on May 12, 2004: ➢ The TRC limit added to the draft permit takes effect February 1, 2006. If you wish to install dechlorination equipment, consult the enclosed guidance document. ➢ Instream monitoring for turbidity has been replaced with a turbidity effluent limit of 50 NTU, as you requested. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carofina General Statutes, and filed with the office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this permit shall be final and binding. Please take notice that this permit is not transferable. The Division may require modification (or revocation and reissuance) of the permit. This permit does not affect the legal requirements to obtain other permits that may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental permits may be required. A. Thomas Water Treatment Plant located at 1201 Martin Luther King Jr. Boulevard, Winston-Salem NC 27102. In regards to this draft permit the City of Winston-Salem respectfully requests the following permit modification: The City of Winston-Salem requests a turbidity limit of 50 NTU on this discharge in lieu of the upstream and downstream turbidity sampling requirements currently required. This will simplify our monitoring requirements and make it safer for our operators to collect the sample due to the current upstream and downstream sample sites having limited access. Thomas WTP Forsyth County Dear Mrs. Stephens, The City of Winston-Salem is requesting renewal of NPDES Permit #NC0079821 at out R.A. Thomas Water Treatment Plant. As requested and required this letter describes the R.A. Thomas Water Treatment Plant sludge management plan. The R.A. Thomas Water Treatment Plant has two residuals lagoons (designated Lagoons #1 and #2) located on the property. Residual alum sludge from the facilities six settling basins is normally drained into Lagoon 1. The plant has a schedule by which it drains and cleans solids from the settling basins (every 2-3 months). Once Lagoon #1 becomes full, it is taken out of service and drained. The solids are then pumped from Lagoon #1 by a screw type pump to an area adjacent to the lagoons and allowed to dry. Filter backwash water from the plants process activities is sent to Lagoon #2. The residuals from Lagoon #2 are handled in the same manner. Once Lagoon #2 becomes full, the residuals are pumped via a screw type pump to an area adjacent the lagoons and allowed to dry.
