On May 2, 2024, Danny Smith from the Raleigh Regional Office of the Division of Water Resources
conducted a Compliance Evaluation Inspection (CEI) of the Wastewater Collection System for the
Johnston County. The purpose of this visit was to review the compliance with the subject System-
wide Collection System Permit. During the inspection, the presence and cooperation of Eric Narron -
Operator in Responsible Charge (ORC) and James Davis - Backup ORC (bORC), were greatly
appreciated and very helpful to this review process.
This compliance evaluation inspection consists of the following:
• Review of the owner/facility information.
• Review of March 1, 2021- March 31,2024 Sewer System Overflow compliance history.
• On -site inspection of the System Records
• General Permit Conditions
• On -site inspection of select pump stations, high -priority lines, and sections of
easements/ROWs.
Findings during the file review and inspection were as follows:
1. Permit renewal. The current Collection System permit (WQCS00060) was issued effective
November 5, 2014, and expired April 30, 2023. A DWR file review confirms that Johnson County
submitted a renewal request and Water Quality Permitting Section acknowledge receipt of this
request on October 21, 2022.
2. Collection system. The collection system consists of 150.5 miles of gravity, 175 miles of force
main.

3. Sewer System Overflows. A DWR Basinwide Management Information System (BIMS) database
review of the reported Sewer System Overflows for the Johnston County from March 1, 2021,
through March 31, 2024, revealed nine (9) reported sewer system overflows. The volume reported
for these nine SSO events totaled 837,400 gallons. From this total volume the two (2) County
Home Road SSOs represents 86% of the spill volume for this review period.
4. Collection System Operators. Johnston County's collection system is classified as a CS-3.
Johnston County has designated Eric Narron the facility's ORC and James W. Davis as the backup
ORCs. Eric Narron (ORC) and James W. Davis (bORC) have Grades CS-4 and CS-3 operator
designations, respectively.
5. Fees. The required Annual Administering and Compliance Monitoring Fee for the current billing
period has been paid. There are no overdue fees.
6. Annual Report [143-215.1C1. Permittees who own or operate facilities that collector treat
municipal or domestic waste are required to provide an annual report to its users/customers
summarizing the performance of the collection or treatment system. The report shall be provided
no later than sixty days after the end of the calendar or fiscal year.
Johnston County's FY 2022-2023 Annual Sanitary Sewer System Report is mailed and is available
to its customers via the Johnston County's website. The content of the report meets the minimum
regulatory requirements.
7. Pump stations. The following five (5) pump stations were visited during the inspection: Mid State
Mills #5025, Lockwood Dr # 22, Ives Landing #109, Knolls ofNeuse #185, and Clayton K-5 (@
Hwy 42 & Neuse River).
All five pump stations have identification signs, secured access, appeared in good condition and
were free of excess debris. All audible and visual alarms functioned when the high-water floats
were activated. Also, notification/call back for high wet -well levels were received for each
respective lift station. All five pump stations have a generator on -site. All on -site generates are
started weekly. Logs are maintained at the lift station to document visitations, maintenance, and
flow data.
8. Pump Station Contingency Plan. The pump station visits noted above, confirmed that a copy of
the contingency plan per Part I Item 7. of the Permit was not present at the pump stations.
Part I, Item 7. "The Permittee shall maintain a contingency plan for pump failure at each sumo station. If one of the pumps in a
pump station containing multiple pumps fails, the process of repairing or replacing the pump shall be initiated immediately and
the new parts or pump shall be installed as soon as possible. The permittee shall provide justification for delay in initiating the
process for repair or replacement at the Division's request. If the pump in a simplex pump station serving more than a single
building or pump stations not capable of pumping at a rate of 2.5 times the average daily flow rate with the largest pump out of
service fails, it shall be replaced immediately. [15A NCAC 02T .0305(h)(1)j"

In contrast, each work vehicle that used to provide lift station support contains a reference
document that includes the following: 1) Weekly routes (staff inspection/mainteance assignments),
weekend routes, holiday routes (large lift stations are visited daily, smaller every other day, and a
schedule for visitation on weekends and holidays is included). 2) Spill response, 3) Spill Overflow
Emergency Response Plan, Septic tank clean service numbers,4) Spare pump lists, 5) High priority
line lists, 6) Utility Dept. Contact numbers, 7) SOP for checking pumpstations, 8) on -site generator
maintenance check lists, 9) contact for power company to address outages, 10) select unique check
lists and procedures necessary for pump stations with atypical system setups and 11) lists of lift
station address.
• Please review collection reference notebook make the necessary changes to ensure the
Pump Station Contingency Plan as well as document storage is available to address pump
failure at each pump station.
Sewer line cleanings, lift station inspections, complaints, and easement maintenance.
Jonston County also has logs and maps that are used to document and track the maintenance of
easements/mowing and the accomplishment of visual inspection of system, as required by the permit.
Coincident to these efforts also includes the targeted cleaning of the minimum 10 percent of the
sewer lines per year. Johnston County has cleaned more than 15 miles of sewer lines for 2023. The
Johnston County cleans, documents, and tracks the cleanings of their sewer lines.
A cursory review of the pump station maintenance logs/documentation was conducted and
appeared satisfactory. A log is maintained at lift stations for use and visitation documentation.
Included with the monitoring records is information on inspection assignment routes and schedules
for lift station maintenance [e.g. large lift stations (visited daily), smaller lift stations (visited every
other day), as well as schedules for visitation on weekends and holidays].
Included during the inspection discussions were air release valves (ARVs) inspections and
pumpstations draw down tests. It was explained that all system ARVs are checked at least once
every six months and pump station drawdown tests are commonplace. Drawdown tests are
routinely conducted in response to information observed from SCADA, field observations and as
needed through requests from Johnston County engineering staff.
Work assignments (e.g. complaints and line cleaning etc.) are also tracked through an electronic
service request computer program that generates a "work order" and is tool to track the ultimate
outcome/remedy of complaint, investigation, work assignments or work order.
10. Community Investment Plan. On September 4, 2017, Johnston County Board of Commissioners
adopted has a 20-year Capital Improvement Plan. In addition, every year Johnston County revisits
the upcoming year's CIP (e.g. 24-25 FY), updates it and brings it back before the Board of
Commissioner for approval. The plans identify coverage period, project description, and existing
facilities. The CIP is targets growth, deficiencies, gaps, and system needs.

Part I, condition 5 of the System -wide Collection System permit states the following:
The Permittee shall adopt and implement a Capital Improvement Plan (CIP) to designate funding far reinvestment into the
wastewater collection system infrastructure. The CIP should address the short-term needs and long-term "master plan" concepts.
The CIP should typically cover a three to five year period and include a goal statement, description of the project area, description
f the existing facilities known deficiencies (over a reasonable eriod and forecasted future needs. Cost analysis is integral to
the CIP. 1G.5. 143-215.981 "

available for review (e.g. description of the project area, description ofthe existingfacilities, known
deficiencies (over a reasonable period) and forecasted future needs) such that CIP permit
condition narrative can be readily matched up with the Johnston County's CIP product.
11. Hiph Priority Lines. During the subject site visit the following high priority sewer lines were
inspected/visited:
High Priority Sewer lines (HPLs) (n=3) . Mid State Mills (12" aerial), Knolls ofNeuse (8" two
separate aerial spans were visited, Clayton K-5 (HPL Force Main — FM courses underground and
parallels Neuse River at this location).
All aerial lines, DIP, collars, support pillars/structures, and the line direction(s) looked to be in
good condition. Aerial lines appeared to be strait/vertical with no evidence or signs of erosion,
deflection or support compromise concerns. Aerial lines were easily observed and were not
obstructed by vegetation. Easements were readily accessible.
12. Right -of -Way. Right -of -Ways observed during the inspection included those associated with or in
near proximately to pump stations and the abovementioned HPLs. No issues of concern were
noted, and all areas were observed to maintained, as appropriate.
13. Sewer Use Ordinance (SUO) and Fates Oil and Grease Program (FOG). Johnston County has in
place and in use a SUO. SUO is inclusive of Industrial Pretreatment program requisites as well as
FOG program. Johnston County performs FOG inspections and documents inspections results.
These inspection results are periodically/systematically entered into electronic/database format for
reference.
It was explained that the Johnston County conducts and documents inspections, issues inspection
result letters and as appropriate, conducts follow up inspections and issues compliance letters to
affect compliance. Grease trap overflows (illicit discharges) are readily addressed through the
County's NPDES stormwater (illicit discharge detection) program. Also, Johnston County has the
authority to turn off water, as appropriate to address needed onsite repairs/updates.
FOG education/information is distribution twice a year (bi-annual) distribution. Johnston County
conducts FOG education efforts through use of radio adds, billing inserts, door hangers/handouts
(this is typically used on a local/subdivision targeted outreach initiative) and has in the past

conduct education initiatives for schools.
14. Collection System Man. An up-to-date map of the collection system is available. Additions to the
GIS map is trigged once Johnston County's engineers and collection system staff approves the as -
built plans for the new/extended sewer lines. Map updates are made timely. The GIS map depicts
pipe size, pipe material, the approximate pipe location, flow direction, age, and pump station
location.
The overall condition of the System -wide Collection System was compliant as observed on the day of
