SUBJECT: COMPLIANCE EVALUATION INSPECTION REPORT
NPDES Permit No. NCO072125
Tar River WTP
Nash County
Dear Mr. Daniels:
On April 17, 2024, Division of Water Resources (DWR) Raleigh Regional Office (RRO) staff Jesse Barnes conducted
a routine compliance evaluation inspection at the Tar River WTP in reference to NPDES permit NC0072125. ORC
Jim Connolly was present during the inspection. A review of records, data, treatment components, operations,
maintenance, and the outfall area was completed. This review reflected compliance with the subject permit.
Observations are listed below. Inspection findings are detailed in the attached Water Compliance Inspection Report.
Observations
The Tar River WTP is located at 4489 Leaston Road in Rocky Mount, Nash County, NC. Version 5.0 of NPDES permit
NCO072125 became effective April 1, 2020, and will expire at midnight on October 31, 2024. A permit renewal
application was received by DWR on April 29, 2024. If a permit renewal is not issued before the current permit
version expires, the facility is authorized to continue operation in accordance with the most recently issued permit.
The permitted facility is a conventional water treatment plant discharging treated wastewater from filter
backwashing and sedimentation basin wasting, with treatment consisting of two 0.27 MG Trac Vac basins and a de -
chlorination system. The facility is authorized to discharge treated wastewater to the Tar River [HUC:
030201010606; stream segment 28-(64.5)], designated Class WS-IV; NSW waters of the State within subbasin 03-
03-02 of the Tar -Pamlico River Basin. The facility was as described in the subject permit.
The January 2024 discharge monitoring report (DMR) and associated laboratory reports, calibration records, chains
of custody, and ORC visitation log were reviewed for completeness, transcription accuracy, and permit compliance.
All reviewed records and reports appeared to be complete and compliant during the inspection with no errors found.
Field parameters are performed in-house under laboratory certification # 5565. Non -field parameters are performed
by Tar River Regional WWTP, certified lab # 125. Contracted lab Meritech Inc, certified lab # 165, performs toxicity
testing.
One automatic diesel standby power generator is available on site and can power the entire facility. The generator
completes an extended run under load with the primary power source interrupted at least once monthly to comply
with utility load limit requirements. The generator was not tested during the inspection. There is no formal
emergency agreement with a fuel vendor for extended run on backup power.

Filter backwash and sedimentation basin waste is treated primarily in two 0.27 MG Trac Vac basins, where detention
time is provided for settling and removal of solids. Accumulated sludge is removed by automatic Trac Vac vacuums.
Solids handling equipment and storage appeared to be compliant and operating properly during the inspection.
An automatic pumping system of liquid calcium thiosulfate is used for de -chlorination. De-chlor is fed into the Trac
Vac basins, where detention time appeared to be adequate for de -chlorination. Chemical storage appeared to be
compliant and the de -chlorination system appeared to be operating properly during the inspection.
An ultrasonic flow meter measures effluent flow for compliance monitoring and reporting. The effluent flow meter
is in place between de -chlorination and the outfall. The flow meter was last calibrated by Delta Systems
Environmental Calibration on July 11, 2023. The flow meter appeared the operating properly during the inspection.
Effluent samples are collected from a locked vault that allows access to the effluent pipe just before the pipe travels
into the undeveloped riparian area on its way to the outfall. The effluent sampling vault was opened and inspected
and appeared to be in good condition with clear effluent flow.
A right-of-way to the outfall has been maintained and the area was accessible during the inspection. The outfall
was observed to be discharging during the inspection. The outfall area was well maintained, the effluent appeared
to be clear, and the receiving stream was free of foam and debris.
Please be aware that DWR may take enforcement action against any individual who fails to comply with the
requirements of all applicable permits, regulations, and/or statutes. Pursuant to NC General Statute (NCGS) 143-
215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any
person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit, or
applicable regulations, issued pursuant to G.S. 143-215.1.
