A copy of the Compliance Inspection Report is enclosed for your review. Mr.Joe Reynolds, Brian Scott and Bryon Luggett were present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080926. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Cartledge Creek, class C waters in the Yadkin River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG080000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. The Stormwater Pollution Prevention Plan(SWPPP)was reviewed per the conditions of the National Pollutant Discharge and Elimination System (NPDES) General Stormwater Permit NCG080000. The plan, dated October 2013,was reviewed and appeared fairly complete. Few updates have been required since the 2013 plan. The detailed map needs the latitude/longitude for the three outfalls. The used oil aboveground storage tank(AST) has been removed. One 10,000-gallon diesel AST is located at the facility. Though the Solvent Management Plan (SMP)was not included, it was confirmed no solvents were stored or used at the facility.A contractor takes care of all vehicle maintenance, so no oil is stored or used at the facility.Vehicle washing is conducted on the transfer floor, which drains to a 1,000-gallon leachate underground vault which is pumped out. No comingling of washwater and stormwater occurs. The Spill Prevention and Response Procedures(SPRP)does not contain the list of responsible parties,which needs to be signed and dated annually.A current copy of the Certificate of Coverage(COC)was not available. Qualitative Monitoring has been conducted per the conditions of the General Stormwater Permit NCG080000.As the facility does not conduct any vehicle or equipment maintenance, and has no new oil at the facility, per the conditions of the General Stormwater Permit NCG080000,Analytical Monitoring is not required. The facility grounds were inspected, including the three outfalls,the diesel AST, and the leachate vault. The facility ground appeared fairly maintained. Outfall 2 was observed to have litter,which was advised to be cleaned out.The leachate tank was confirmed to be a closed system.The diesel AST was confirmed to be locked and double-walled. The following corrective actions are required: 1. Update the detailed map to include the latitude and longitude of the three outfalls.; 2. Include a SMP with a certification of no solvent usage, which needs to be certified annually.; 3. Include a list of responsible parties in the SPRP,which needs to be signed and dated annually.; 4. Keep a copy of the current COC with the SWPPP. The following action is recommended: 1. Monitor all outfalls for litter and clean as necessary. This Certificate of Coverage shall become effective July 1, 2021.
