On May 9, 2024, Division of Water Resources staff Caitlin Williams completed a review
of the 2023 residuals annual report. This review reflected compliance with the subject
permit.
The following item of concern was noted:
A. The Annual Land Application Certification Form listed 18 permitted fields. An
updated Attachment B was issued on January 19, 2023, with 13 permitted fields.
Please ensure the correct number of fields is reported moving forward.

Inspection Summary:
On May 9, 2024, Division of Water Resources staff Caitlin Williams completed a review of the 2023 residuals annual report.
This review reflected compliance with the subject permit.
The following item of concern was noted:
A. The Annual Land Application Certification Form listed 18 permitted fields. An updated Attachment B was issued on
January 19, 2023, with 13 permitted fields. Please ensure the correct number of fields is reported moving forward.
Other observations:
• Lime stabilization was used to satisfy pathogen and vector reduction requirements. Lime stabilization was completed on
3/31/23 and 7/20/23.
• Nutrient and metals samples were collected on 4/11/23, 6/15/2023, 9/28/2023. TLCP samples were collected on 3/25/21
(once per permit cycle).
• Staff calculated PAN for 4/11/23 as 14,327 mg/kg compared to the reported 14,246 mg/kg. Discussion with Mr. Adam
Brigman determined that Synagro was using the reported Organic-N to calculate PAN, not the individual TKN, NH3, and NO3
values.
• The 6/15/23 sample reported a %TS value of 72.6%. Michael Glass, ORC, stated that all hauling events were liquid.
Staff have no concerns as all applications used the 4/11/23 data.
