HomeMy WebLinkAboutWQCS00280_Report_20240513Division of Water Resources Special Order by Consent EMC SOC WQ 519-011 NC Permits WQ0003090 and WQC00280 Held by the Town of Liberty 5-13-2024 Dear Mr. Snider and Mrs. Graznak, I am reporting on the SOC for the Town of Liberty for the Quarter from January, 2024 — March 30, 2024 in accordance with the SOC EMC SOC WQ 519-011 guidelines. All the information below is the same as the last quarter report for this SOC. There has been no changes at this point. We, as the Town, have submitted an amendment to the SOC due to two different factors. The current ASADRA project was behind schedule, and we received additional funding for our ASADRA project which will extend the timeline out. We appreciate the help on the amendment to the SOC and look forward to working with DEQ as the growth comes to our area. We have had a follow up meeting since the last report was completed to discuss next steps but no changes have happened as of yet. As stated, all information below has not changed. Section 2(a)(2) and Section 2(a)5 of the SOC discuss the GoldenLeaf Funds. All of the 3,231 linear feet of the sewer main line have been rehabilitated as of April 28, 2021. The additional portion of sewer Fayetteville Street that needed some extra attention has been repaired. All GoldenLeaf projects in the SOC have been completed and project is complete. Section 2(a)(3) and Section 2(a)(6) of the SOC discuss the CDBG funded project. This project is in the final stages. We have completed all construction work. The Towns audit for FY 20/21 has not been completed due to an auditor change. The only remaining items on this project are final grant closeout which can not happen until the audit is complete — all other aspects of this grant have been completed in the time lines set forth in the SOC. Section 2(a)(4) and Section 2(a)(7) of the SOC discuss the ASADRA project. The engineering reports have been submitted and we have passed a resolution to accept the funds. The ASADRA project has had many delays. It was initially awarded during COVID as well as a town manager changing during the beginning stages of the grant. Engineering drawings were submitted to the State for review with some delays. WithersRavnel also requested a project separation request to work best for the grant and it was approved February 2023. WithersRavnel also helped us right a supplement grant that would add $12.5 million additional dollars to the $3 million original grant. Final decision on this grant will be decided 2/21/2023. If these funds are awarded, it will be added to the project that has the collection system rehabilitation components in it. The Town will not meet the deadline in Section 2(a)(7) which is September 30, 2023. At this point, with being confident in the additional funds, this project will need to be extended to finish all the work. Please see the attached timeline for the current $3 million ASADRA project but also know that this project timeline will change if/when the additional funds are acquired.
