Subject: DI00106 - US 311 Environcnental Preonstrution Meeting
FrankRik,
The environcnental preonstrution cneeting was held onsite today for the US 311 projet D100106) over Rikers Branh in Stokes County, In attendane were
Dale Swiegood Resident Engineer, Larry Shaver Asst, Resident Engineer, Stephanie Braquet NCDOT Environcnental Speialist, and Dave Wanuha NCDENR
Environcnental Senior Speialist, Following is a sucncnary of the itecns that were disussed:
The physial loation of the proposed ulvert was identified,
The proposed ulvert has three barrels, the low flow hannel being loated in the enter, The outer barrels will have a 3'sill and the sides of the streacn
hannel will be benhed up to this high flow elevation, The enter barrel has a 1' sill,
The plans all for filling the low flow barrel with native cnaterial frocn the existing streacnbed, However, sine the existing streacnbed is being used to
arry the streacn until water is turned into the ulvert, this is not possible, Dave agreed that a cnixture of native cnaterial and rip rap an be used for the
high flow barrels as per plan, but preferred that the low flow barrel not be filled, Dave and Dale agreed that it would be best to onstrut a 5' to 10' long
racnpjust behind the 1'sill of the low flow barrel to prevent a waterfall effet, Dave also cnentioned that the racnp will help aquati life cnoving
upstreacn, With the acnount of sand lining the banks of the existing streacn, Dave feels that the streacnbed of the low flow barrel will naturally establish
itself pretty quikly, Dale asked if cnaterial exavated for the ulvert site ould be used for the high flow barrels, if it is socnewhat sandy, Dave felt that it
should have a sandy texture and agreed, One onstrution starts and exavation begins, Stephanie will return to the site to view the exavated
cnaterial and onfircn the texture,
The field of Parel # 4 has an 8" drain pipe ecnpting into the reek, Water was onstantly flowing during the cneeting, As shown on the roadway
drawing, the pipe will have to be extended when the existing hannel is filled in,
Onsite rain gauges will be used for NPDES reporting, Stephanie asked that the NPDES reports not be signed until all inforcnation for the week had been
entered,
If you have any questions, please let cne know,
