Even though we spoke on the phone, I thought I would go ahead and respond to your e-mail.
I have spoken to our lltility Section, and it has been confirmed that because these subject transmission poles are proposed to be located within our Right of Way,
by encroachment, and are not a part of the Skeet Club widening project, High Point Electric will not be able to "piggy back" on our permits for this
project. Basically, they will have to obtain their own permits for this installation within this area of the project along Skeet Club Road.
In addition, according to our Right of Way Manager, this transmission pole was set outside of our existing Right of Way on the property of Fox Run
Investments. Our Right of Way office did notify High Point Electric of this.

Per our conversation on Monday 12-14-2015 I wanted to be clear on the subject of permitting. It is my understanding per our conversation that
the City Of High Point is not permitted to utilize in any way the Construction, EPA, Buffering, or Flood permits issued and granted to NCDOT for
any part of their utility project and the City Of High Point acting independently from the NCDOT road widening is required to obtain there own
permits solely for what ever utility project they are under taking. I also wanted to be clear that the transmission pole that is currently located on the
property of Martin and Kathy Schlappi was installed before NCDOT had acquired the right of way and that your office notified the City Of High
Point of this fact in which did not keep them from completing the erection of this transmission pole. Thank you for all you assistance in this matter
that is so dear to the residents of Skeet Club Rd. Happy Holidays.
