Subject: Non -Discharge Permit Follow-up Inspection
Wastewater Surface Irrigation System
Permit #WQ0039996
Union County
Dear Mr. and Mrs. Champlin:
Mooresville Regional Office (MRO) staff conducted a partial -compliance inspection on January 20t", 2023,
with the owner and would like to thank Ms. Champlin for her time during the inspection. MRO staff reviewed
this system in 2021 while in the area with Agri -Waste Technology staff. The system components were
installed, but not operational at the time. The MRO was not contacted to allow for the pre -startup inspection,
so staff initiated this meeting with the owner to discuss permit, owner agreement, etc.
Ms. Champlin seemed very knowledgeable of major system components and locations, had established a
log and excellent recordkeeping practices, and was already working on the permit renewal application.
Currently AQWA is contracted for routine maintenance and emergency repairs. MRO staff will conduct the
more detailed inspection with AQWA during their next site visit, expected to coincide with the permit renewal
process.
This is a new system and owners have only been in the home for a few months. Units were only viewed
externally during this site visit. Treatment units and irrigation appeared to meet program requirements at the
time of inspection. The following items of interest are noted:
• Owner noted potential stress points on driplines at the return ends. Metal anchors at some "U-turns"
created more of a "V" shape and could cause a line break. MRO staff recommended owner discuss
with their system installer and / or maintenance contractor.
• Some wet weather ditches to the north and outside of the application field were filled in, at least
partially with cuttings from on -site well construction. Emplacement of additional cover soil, seed and /
or mulch is recommended to encourage vegetation and help stabilize those areas.
Please note ponding in or run-off from the drip field should be reported to the MRO in accordance
with Permit Condition IV.2.
Questions specific to the renewal process may be directed to AIys.Hannum(a)ncdenr.gov, at our Central
Office in Raleigh.
The inspection report is attached and should be self-explanatory; however, please contact Maria Schutte by
email or phone (Maria.Schutte(a_ncdenr.gov or 704-235-2184) with any questions.
