Subject: U-3615AB Skeet Club Road
Impacts resulting from utilities installation, including poles, when they are within the protected riparian
zones of the Randleman Lake Watcr Supply Watershed (sec attached Rule I SA NCAC 02B.0250), may
require approvals from the Uivision of Water Resources, or a delegated program. Some activities are
identified as exempt under the "Table of Uses" .02B .0250(9) and would not require written authorization.
For example, overhead electric utiliry lines that cross surface waters perpendicularly and disturb equal to
or less than I50 linear feet of riparian buffer are exempt, provided that proper best management practices
(BMPs) are employed. BMPs are listed in the Rule under foomote 2 at the end of the "Table of Uses".
NCDOT was issued permit DWR No. 2013-0477 (Certification No. 3966) for a road project (U-36ISAB)
along the referenced portion of Skeet Club Road. The permit covers all activities occurring within the
Right-of-Way as identified within the permit application documents, including utility work. However,
the utiliry work must be conducted and comple[ed as described in NCDOT's permit application and
subsequent documentation and are subject ro the Randleman Lake Water Supply Watershed Rules.
If there are additional impacts to protected buffers, streams or wetlands in the current footprint of the
project (which includes utilities) that were not part of the original permit application, NCDOT would need
ro submit a permit modification far review.
