Director NORTH CAROLINA Environmental Quality May 6, 2024 Delivered via email to: maft. holcombe(a)-lpcorp.com Matt Holcombe, Plant Manager Louisiana-Pacific Corporation 1068 ABTco Road North Wilkesboro, NC 28659 SUBJECT: 2023 Residuals Annual Report Review LP Roaring River Mill, Distribution/Land Application of Class A Residuals Permit No. WQ0000461 Wilkes County Dear Mr. Holcombe: On April 17, 2024, Division of Water Resources staff Kristen Potwora completed a review of the 2023 Residuals Annual Report for WQ0000461. This review reflected compliance with the subject permit. The following items of concern were noted: 1. Per Attachment C — Groundwater Monitoring and Limitations of the permit, groundwater "monitoring shall be conducted in March and September." Groundwater monitoring wells were sampled on 03/15/2023 and 10/04/2023. Correspondence with Adam Byrd on 09/27/2023 informed DWR staff that the sample taken during the month of September was mishandled and had to be taken again in October. 2. The March groundwater monitoring sampling results showed an exceedance in nitrate levels in MW-1, MW-5, and MW-9. The October sampling results showed an exceedance in nitrate levels in MW-1 and MW-5, as well as an exceedance in the total dissolved solids level in MW-3. A CSA was submitted to DWR for the groundwater monitoring limit exceedances. Please refer to the enclosed inspection report for additional comments and observations. If you have any questions, please contact Kristen Potwora at the letterhead address, by phone at 336-776-9697, or by email at kristen.potwora(a)-deg.nc.gov or jenny.graznak(a)_deq.nc.gov.
