Dear Mr. Crisp:
In accordance your request received on July 22, 1999, the Division is forwarding herewith the subject
NPDES permit modification. This modification corrects the number of belt presses listed on the Supplement to
Permit Cover Sheet. The monitoring changes listed in your modification request will be reviewed at the next
renewal of the permit, as you requested. If you can provide effluent data showing no detection of aluminum in
the effluent for a period of twelve months, the permit may be modified to remove aluminum monitoring prior to
the expiration date. Total Nitrogen and Total Phosphorus monitoring will remain in the permit.
Please find enclosed the revised permit page. Insert the attached page into your permit. The old page
may then be discarded. All other terms and conditions contained in the original permit remain unchanged and in
full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-
215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection
Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification
are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter
150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office
Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final
and binding.
Please take notice that this permit is not transferable except after notice to the Division of Water Quality.
Contact Division personnel in case of any change in ownership or control of this discharge. The Division of Water
Quality may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required. If you have any questions

SUPPLEMENT TO PERMIT COVER SHEET
The City of Raleigh is hereby authorized to:
1. Continue to discharge treated filter backwash water and residuals from
the settling tanks in the raw water treatment process which includes the
following components:
♦ Dual (north and south) settling basins
♦ Sludge basin
♦ Flow splitter box
♦ Three sludge thickeners
♦ Four sludge holding tanks
♦ Three belt filter presses
♦ Polymer feed system
♦ Sludge pumps
♦ Filtrate pumps
♦ Sand drying beds
♦ Parshall flume with ultrasonic flow measurement
This facility is located at the E.M. Johnson Water Treatment Plant at
10301 Falls of Neuse Road in Wake County.
2. Discharge from outfall 001 at the location specified on the attached map
into an unnamed tributary of the Neuse River, classified as C-NSW waters in
the Neuse River Basin.
3. Discharge from outfall 002 at the location specified on the attached map
into an unnamed tributary to Honeycutt Creek, classified as WS-IV-NSW-CA
waters in the Neuse River Basin.

Regarding the renewed NPDES permit for the C'ty's E.M. Johnson
Water Treatment Plant, I wish to provide a few comments and
concerns:
The facilities description on page 2 of the permit lists two (2)
belt filter presses. Since the permit renewal was applied for in
October, 1997, the city has completed the phase TI construction
at the EMIWTP and a third belt filter press has been placed into
operation to dewater water plant residuals (sludge). Can this
page be revised to list the correct number of presses?
Sufficient space was provided in the phase iI expansion to
accommodate a fourth press, but the fourth press will likely not
be installed during the duration of this Permit (February,
2Do3).
The permit lists monitoring requirements for total nitrogen,
total phosphorus and total aluminum. We no longer use alum as a
coagulant and the only sources for nitrogen and phosphorus in
the City's water treatment process are chemicals (ammonia and
corrosion inhibitor) that we added for water treatment purposes
in very low concentrations in finished water. These would be in
even lower concentrations in the wastewater discharged from the
NPDES permitted facilities. in future renewals of this NPDES

permit, after DWQ has an opportunity to review the monitoring
data that we will generate as a result of this current
requirement, I request that the monitoring requirement for these
parameters be dropped. i am confident the monitoring data we
collect and submit will confirm this work is not necessary.
