Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Biscoe Collection System
on 3/28/2024. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Collection System Permit No. WQCS00167. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding your plans
or measures to be taken to address the following issues:
*No current Capital Improvement Plan
•No current Annual Report
•Missing sign at Myrick pump station
•Dead battery in generator at Myrick pump station
*Faded sign at GVK pump station

Inspection Summary:
Paperwork
Most paperwork was available at the time of the inspection. The paperwork that was available met permit
requirements.Additionally, the 10% gravity sewer cleaning requirement was met. The permittee could not locate a current
Capital Improvement Plan or Annual Report. Current versions of these documents need to be made and sent to the FRO.
Field Inspections
The Aerial and ROW at Butler coggins rd were viewed during the inspection and were in good condition at that time.
Manholes at Hwy 24/27 & Myrick and Hwy 24 at town hall were viewed and were both in good condition at the time of the
inspection.
Five pump stations were inspected: Industrial, Myrick, East Montgomery High School, and GVK. All pump stations viewed
during the inspection were secure, with working alarms and pumps, and clean wet wells. The generator at Industrial pump
station was tested and worked properly during the inspection. Although the pump stations seemed to be in working order
during the inspection, there were some issues identified. At Myrick pump station the sign was missing and the generator
would not crank due to a dead battery. At GVK the sign needs to be replaced due to being faded to the point of being
difficult to read.
