RE: Storm water submittal, Leander Lee Preserve Subdivision (SW6240103), Harnett County,
North Carolina
Brianna;
We received the request for additional information dated April 17 for the Leander Lee
Preserve Subdivision. The comments have been addressed as noted below.
1. Administrative review comments unresolved:
If the Applicant, Mills River TH, LLC, will be purchasing the property, they should be
listed as the purchaser in this section and a sales agreement (required per 15A NCACO2H
.1042(2)(c)) should be provided, otherwise, the applicant should be listed as the
developer on the application. Please provide the sales agreement between the property
owner and "Triangle Land Partners, LLC".
Engineer Response: "Updated section of application is attached with Triangle Land
Partners
marked as the developer."
Current comment: The applicant was updated to "Triangle Land Partners, LLC" but it is
still shown as a purchaser in Section III lc. If Triangle Land Partners, LLC is the developer,
please revise. If Triangle Land Partners, LLC is the purchaser, please provide the sales
agreement between the property owner and "Triangle Land Partners, LLC".
lx hard copy of the property deed. This item is required per Section VI, 10 of the
Application. The property owner is listed as "Harriette Lee Ray" on the application, but
as "Carrie Lee Ray" on the Deed. Please either provide an updated Deed, or revise the
application.
Engineer's Response: "The provided deed is the current deed for the property. Carrie
Lee Ray is Hariette Lee Ray's father. He is deceased. I have attached the estate deed that
shows that Carrie Lee Ray is current owner of property. Her father left everything to
her."

Current comment: Ensure this is uploaded to the electronic repository. This item is
required per Section VI, 10 of the Application. Documents have been uploaded as
requested.
2. General
It appears that there is existing BUA that is to remain within CA 1. Please revise the
Application and Supplement-EZ, and project percent impervious area to account for
this. This is an existing dirt path. A note was added to remove any impervious area
located on the path within CA 1.
Per 15A NCAC 02H .1003 (1) (a): Project density shall be calculated as the total
built-upon area divided by the total project area. OR
15A NCAC 02H .1003 (1) (b) A project with existing development has the option of
calculating project density as the difference of total built-upon area minus existing
builtupon area divided by the difference of total project area minus existing built-upon
area; (c) (i) Total project area shall exclude the following: areas below the Normal High
Water Line (NHWL). No change needed since there will be no existing impervious area
remaining in CA 1.
3. Surface Water
a. Clearly identify and delineate the top of bank of each side of of the surface water
(Johnson Branch) in the main set of plans (Section VI, 8h). If it is not possible to
delineate the banks of the surface water (as would be the case for a narrow stream),
please show the centerline of the surface water (noted to already be on plans) and
provide a callout listing the surface area of that surface water. Ensure the setback is
measured from the normal pool elevation of impounded structures, from the top of
bank of each side of streams or rivers, perpendicular to the shoreline for all perennial
and intermittent surface waters. 15A NCAC 02H.1003(4)(a), 15A NCAC
02H.1042(2)(g)(iii). The stream is narrow and the top of bank on each side would not be
visible on the plans. The centerline of the stream is shown and labeled on the plans. The
setback is shown and labeled on the site plan.The surface water area has also been
labeled.
4. Plans
a. Please show the drainage areas for each swale on the main set of plans so that the
drainage areas in the calculations/Supplement-EZ can be confirmed. (Section VI, 8,
o). See sheet C-3.4
5. Calculations
a. A signature and seal must be provided for the calculations (15A NCAC 02H .1042
(2) (f)). The electronic copy of the permit files must match the hard copies of the

permit files and must also be complete (15A NCAC 02H .1042 (2)). Sealed cover
page has been uploaded
b. Please confirm the ditch calculations provided. Calculations were provided for
ditches#1-33, but only 1-27 could be located on the plans and were accounted
for in the Supplement-EZ. The data in the calculations did not seem consistent
with the table provided in the Supplement-EZ. Current calculations are enclosed
and uploaded
c. Pipe 1 Calculations were for a 36" diameter pipe, but the plans show a 49"x32"
elliptical pipe. The pipe crossing has been modified per comments and
correspondence with NCDOT. The current calculations are enclosed and
uploaded.
6. Supplement-EZ
a. Low Density Page, Line 5— Please revise.This item is equal to the largest
"Vactual" value from the swale table. Chart has been updated
7. Please provide a Response to Comments letter indicating, in a point-by-point manner,
how each of the above comments has been addressed. This item is required per 15A
NCAC 02H .1042(3)(b). done
8. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other
documents, and a response to comments letter briefly describing how the comments
have been addressed. Hardcopies enclosed and pdf has been uploaded
