In accordance with your application for renewal of the subject Certificate of Coverage, the Division is forwarding
the enclosed General Permit. This renewal is valid until September 30, 2001.
This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December
6, 1983. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to request an individual permit by submitting an individual permit application. Unless such
demand is made, this certificate of coverage shall be final and binding.
The Certificate of Coverage for your facility is not transferable except after notice to the Division. Use the enclosed
Permit Name/Ownership Change form to notify the Division if you sell or otherwise transfer ownership of the
subject facility. The Division may require modification or revocation and reissuance of the Certificate of Coverage.
If your facility ceases discharge of wastewater before the expiration date of this permit, contact the Regional
Office listed below at (910) 771-4600. Once discharge from your facility has ceased, this permit may be rescinded.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division of
Water Quality, the Division of Land Resources, Coastal Area Management Act or any other Federal or Local
governmental permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
HRS Terminals, Inc.
is hereby authorized to discharge treated wastewater from a groundwater remediation system
from a facility located at
HRS Terminals - Greensboro Terminal
100 South Chimney Rock Road
Greensboro
Guilford County
to receiving waters designated as subbasin 30608 in the Cape Fear River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth
in Parts I, II, III and IV of General Permit No. NCG510000 as attached.
This certificate of coverage shall become effective March 31, 1998.
This certificate of coverage shall remain in effect for the duration of the General Permit.

RE: Renewal of NPDES General Permit # NCG 510094 (for groundwater remediation system
discharge).
Dear Mr. Weaver,
Per our telephone conversation on 3/19/98, I hereby request renewal of the above referenced permit. A
check for $400.00 is enclosed.
The permit should be issued to HRS Terminals, Inc. The physical address and the mailing address of
the facility is 100 South Chimney Rock Road, Greensboro, NC, 27409. The facility contact is Mr. James
Dillon, General Manager. The facility (and general manager's) telephone number is 336-299-1551.

The memo was originated from me to Steve Mauney. In November, I was
trying to find out if these guys were going to renew their permit.
Mr. Dillon of FIRS stated that they were going to renew the existing
groundwater permit NCG510094. I spoke with someone named Brad with
HRS this morining. He stated that the company was
currently discharging out the same outfall as the company's NPDES
permit and that they wanted to modified the existing NPDES permit to
include the groundwater flow. If to make things more complicated
for you, I spoke with Paul Clark this morning about the whole
situation. He stated that he would contact Mr. Dillon of FIRS
tomorrow afternoon about the company's options. If there is anything
else I can do, let me know. Give me a call if you need further
details on this matter.

The consultant spoke with Robert back in October of '97, which would have given
them plenty of time to renew. To date, we haven't received ANYTHING from HRS
Terminals on NCG510094. I'd just like to get this resolved.
I also have a permit modification which will change the monitoring requirements for
NC0074241. It's identical to the mods issued to the other oil terminals in Greensboro
back in December 1996. However, I don't want to issue that mod until we are certain
that NCG510094 will be renewed.
If not, there will be more in NC0074241 that must be modified.
How about this - fax me the 11/5/97 memo. That will give me a name I can chase
down.

I am looking into this for you. I was curious when the consultant
talked with Robert Farmer. I have a memo dated 11/5/97 stating that
HRS was going to renew NCGIO094 (I dealt with the permit question
earlier). If I can get a time sequence on the events now occurring,
it might help me resolve the problem. I can be reached at

Eric, Ron Linville suggested that I speak with you about this. He says you're now the
person who monitors the permittees in Guilford County.
I've been trying to determine if this site is discharging remediated groundwater. I've
looked in Central Files and that didn't help much.
HRS Terminals received a renewed NPDES permit (NC0074241) in May 1996.
NCG510094 was previously issued to GNC Energy Corporation (the previous
permittee) for GW remediation at the same site. Via a consultant, HRS told Robert
Farmer (Compliance) that they don't want to renew NCG510094, as the remediated GW
is being discharged from the outfall for NC0074241.
If that's true, we can rescind NCG510094.
HOWEVER...
NC0074241 must then be modified to show the addition of remediated groundwater to
the discharge. The special conditions (Part III.E. and F.) in the exisiting permit require
approval from the Division before discharge of remediated GW. In Central Files I
found a draft A to C for the GW system (circa 1994) that was never issued. I also found
an inspection report from April 1997 that said all discharges covered under NC0074241
were consolidated to one outfall. Does that include GW remediation?
The 1997 inspection report also mentions that HRS had done an excellent job of
cleaning up the site. I don't want to cause any grief for these people if they're doing a
good job. I do want to get this confusion cleared up so we can:
renew or rescind NCG510094, and
properly modify NC0074241, if necessary.
Any help you can give would be greatly appreciated.

the consultant I talked with ( I didn't keep a record of his name) told me that the new
permittee. HRS Terminal had reapplied for the permit, under NC0074241. Looking at the
Discharge codes on NU - I don't see the gw remediation covered by that new permit.
It's a gw remediation - and with the help I usually get from the GW Section - this is not
worth pursueing.
I just thought that maybe we could look at the permit, and see whether the gw remediation
coverage also went along with the new individual permit - and that Susan Wilson forgot to
put a 66 in the discharge codes.
I'll try to take a look in CF for a copy of the permit.

1. Robert, this permittee has never responded to any of our mailings. I also haven't had any
of our mail returned from them.
2. NC0074241 is held by H.R.S. Terminals. Did GNC Energy buy H.R.S. or vice versa?
The address is the same for both facilities (100 South Chimney Rock Road) so it's likely that
H.R.S. has bought GNC.
3. If someone will fax me a written statement that the GW remediation discharge is now
being handled by NC0074241 I'll be happy to delete NCG510094 from the list.
4. HOWEVER, if the outfall at NC0074241 is now handling remediated groundwater,
H.R.S. is violating that permit. The special conditions in NC0074241 require PRIOR
APPROVAL from us (including an Authorization to Construct) before the site can add any
wastewater (including remediated GW) to their discharge. We need to know what is being
discharged there, and for how long GW has been in the effluent.
5. Please let me know who gave you the info on the site. Either NCG510094 still needs to be
renewed or NC0074241 neeeds a permit mod and an AtC.
