Observations A. Residual dust on the roof and in the roof drains from Billet Cast operation that was discontinued on October 20, 2020. B. Copper dust settling on the roof and dock area from the Direct Casting operation. C. Direct Casting maintenance on contaminated equipment now being done inside the building. D. Forklift and equipment traffic spilling copper slag on the dock while loading trucks. III. Recommended Corrective Actions. A. Monitor the Direct Cast operation in order to determine whether or not dust control is needed for the copper furnaces. B. Installation of a conveyor system in order to charge the copper furnaces more efficiently without the need to open the hood which will greatly increase the containment of dust. C. Moved furnace equipment maintenance to a covered area or inside the plant. D. Sweep the dock areas daily and after trucks are loaded. E. Continue to monitor the roof drains to see if the copper concentrations remain the same or reducing as time goes on. IV. Benchmark Value Limit Violations- Outfall 002 A. Copper Total—0.109 mg/L Limit- 0.010 mg/L V. Observations A. Ambient rainfall copper level was at 0.161 mg/L during the rain event that occurred on 12/12/22. VI. Benchmark Value Limit Violations- Outfall 003 A. Copper Total— 1.120 mg/L Limit- 0.010 mg/L B. Zinc Total—0.173 mg/L Limit- 0.126 mg/L C. PH- 5.9 Limit- 6-9 VII. Observations A. Copper dust settling on the roof and dock area from the Direct Casting operation. B. Forklift and equipment traffic spilling copper slag on the dock while loading trucks. C. Spilling copper chops and chips onto the dock and railroad track while unloading rail cars. D. Spilling copper chops and chips on the dock while loading the hoppers to charge the furnaces. VIII. Recommended Corrective Actions A. Installation of a conveyor system in order to charge the copper furnaces more efficiently. B. Monitor the Direct Cast operation in order to determine whether or not additional dust control is needed for the copper furnaces. C. Sweep the dock areas daily and clean up all spills. D. Cleaned copper chips from the railroad tracks. E. Continue to monitor the roof drains to see if the copper concentrations remain the same or reducing as time goes on. IX. Benchmark Value Limit Violations- Outfall 004 A. Copper Total—0.659 mg/L Limit- 0.010 mg/L X. Observations A. Copper dust settling on the roof and dock area from the Direct Casting operation. B. Forklift and equipment traffic spilling copper slag on the dock while loading trucks. C. Spilling copper chops and chips onto the dock and railroad track while unloading rail cars. XI. Recommended Corrective Actions A. Continue to monitor the roof drains to see if the copper concentrations remain the same or reducing as time goes on. B. Monitor the Direct Cast operation in order to determine whether or not dust control is needed for the furnaces. C. Sweep the dock areas daily and clean up all spills. D. Removed scrap steel and metals from the garage storage area. XII. Benchmark Value Limit Violations- Outfall 005 A. Copper Total—0.447 mg/L Limit- 0.010 mg/L XIII. Observations A. Copper dust settling in the outfall from Particulate Matter Removal System that is attached to the Direct Casting Furnaces. XIV. Recommended Corrective Actions A. Continue to monitor. The outfall is located next to the wooded area away from the plant. The influent is primarily drainage from the wooded areas which is located about 150 feet from the plant.
