Dominion is proposing to conduct the leak test using less than one pint of Tracing Dye Liquid (SDS attached). As indicated by the SDS, the dye is non toxic, but will have the effect of dying the affected water a bright green color. Dyed water is expected to discharge to Roanoke Rapids Lake via outfall 001. The effect of the dye typically degrades in less than 24 hours. Please verify that Dominion may conduct this activity as proposed. We received your email dated May 6, 2015 requesting Clean Water Act 316(b) related information if the design intake flows of our facilities are greater than 2 million gallons per day (MGD). As hydroelectric generating stations, both facilities pass more than 2 MGD through dam for power generation. Both facilities also use cooling water fed by gravity from the lake to cool bearings and then return that water through the draft tube or into the tailrace. The vast majority of the water that flows through the facilities is used for power generation and not for cooling. The purpose of the 316(b) Rule for existing facilities (40 CFR 125.90 through 98) which became effective on October 14, 2015 is to reduce environmental impacts associated with impingement and entrainment at cooling water intake structures. The Rule applies to electricity generating facilities with a steam prime mover (Technical Development Document for the Final Section 316(b) Existing Facilities Rule, May 2014), and the Rule did not consider hydroelectric facilities in evaluating technologies, costs and benefits. Both the Roanoke Rapids and Gaston power stations are hydroelectric facilities that do not use a steam loop and therefore, we do not believe the 316(b) Rule applies to either facility. To the extent that DENR is evaluating hydroelectric facilities under the 316(b) Rule, neither the Roanoke Rapids nor Gaston power station use enough cooling water to trigger the applicability requirements. The Rule only applies to facilities that use 25% or more of the water intake flow exclusively for cooling purposes (40 CFR 125.91(3)). Both facilities use less than 0.2% of the water that flows through the darns exclusively for cooling purposes. Therefore, the Rule requirements, including application submittals, do not apply to either facility. Volume of Discharge per each discharge point (NOI Item 3.d): The discharge for each outfall in gallons per day (gpd) is estimated based on historical discharge records and is believed to be representative of conditions when the station is in operation. a. Non -discharge alternatives: Due to the location of the station, proximity to Lake Gaston and Roanoke Rapids Lake and the nature of the discharge, non -discharge alternatives such as discharge to a regional sewer collection system, subsurface disposal and spray irrigation are not practicable for the Gaston Power Station. 5. Note regarding Outfall 002: Outfall 002 is embedded within the dam. Cooling water is fed by gravity from the lake to cool bearings and is then returned to the water flowing through the draft tube. Flow is reported as the flow moving through the dam at the time of sampling. Additional Information Requested Revisions to Existing Certificate of Coverage NCG500225 In accordance with the attached letter of March 4, 2005 (Item 4) from Mr. Myrl Nisely of the North Carolina Department of Environment and Natural Resources (NCDENR), Division of Water Quality (DWQ), Dominion requests that Outfall 002 be removed from the permit. As Mr. Nisely states in his letter, Outfall 002 is embedded and there is no opportunity to sample the discharge directly. To estimate the flow/discharge volume for Outfall 002, we have been noting the cubic feet per second (cfs) of water going through the dam at the time of the sampling. However, this reported flow has no real relationship to the cooling water. As noted in Mr. Nisely's letter, there is no way to measure the actual volume of cooling water. Based upon this information, Mr. Nisely and a DWQ permit writer agreed that Outfall 002 is not needed in the permit. I did compliance inspection to this facility about four years ago. The water discharge consists of water accumulated from the operation of the turbines and other appurtenances. The oil and grease content of the wastewater is from the lubrica- tion needed to maintain the equipment. However, I am requesting that an annual pollutant analysis be performed at this facility only to have good information on the constituents of the discharge. Therefore, I am recommending that the permit contains a reopener to allow the incorporation of additional limitations if required through the information provided by the APPA. The powerhouse is located on the Roanoke River approximately 8 miles upstream from our Roanoke Rapids hydro Station between Halifax and Nordtampton Counties. The mailing address provided is the office of our corporate staff. The location address provided is the location and local mailing address for the Roanoke Rapids Hydro Station which operates the Gaston Hydro Station. Geographically, the Gaston Hydro Station is in Halifax County near the community of Thelma, North Carolina. Item 3. The Gaston Hydro Station is an automated facility that is maintained and operated by the Roanoke Rapids Hydro Station. The Roanoke Rapids Hydro Station has 33 employees. Item 10. The flaw data provided do not include the discharge of turbine water (head water which passes across the hydroelectric turbine blades and discharges as tailwater). Item 10.A. No sanitary waste water is discharged to surface water. The station's sanitary wastes are pined to a septic tank and nearby drain field. Item 10.B. Cooling water flaw consists of raw intake water that provides non -contact cooling for the oil cooling coils of the generator thrust bearing, the generator air coolers, the turbine bearing oil heat exchanger, and the control room air conditioning unit. This flaw is routed into the draft tubes which are the in - plant turbine water conduits. The maximum cooling water flaw a 0 Z into the draft tubes and ultimately into the tail race is 4,360 glan. Cooling water flow is not measured due to physical constraints and location of the cooling water pipes. Additionally, no impact to receiving waters have been observed or is anticipated due to the discharge of cooling water. From M data for the period December, 1989 through November, 1990, temperature of tail race water (downstream) was higher than raw intake water (upstream) during only one month (December, 1989) . The tailrace water temperature was equal to or less than the raw intake water temperature during the remaining months. Item 10.C. Process water flow consists of waste water from the station's drainage sump and unwatering sum. The drainage sump receives gravity drainage from floor, trench, and equipment drains in the powerhouse and service bay. The drainage sump is equipped with two vertical shaft deep well turbine pumps that discharge D b through a common 20-inch header pipe to tail water below the minimum tail water elevation. These pumps are each rated at 300 gpm capacity and normally operate on a level actuated automatic mode. The unwatering sump receives water from the several systems o4* Y that remove water from equipment area for maintenance and inspection purposes. The unwatering sump is equipped with two vertical shaft deep well turbine pumps that discharge through the common 20-inch header pipe to the tail race below the minimum tail water elevation. These pumps are rated at 5,000 gpm capacity and, because of their less frequent use, are manually actuated. Unwatering operations are typically on an as -needed basis. Each of the drainage and unwatering pumps is equipped with a pump -run timer for determining monthly totalized flaw values. Additionally, the 20-inch common header (discharge) pipe is equipped with a sample tap. From DMR data for the period December, 1989 through November, 1990, discharge flaw averaged 0.382 mgd. The drainage sump pumps have inlets below the minimum water level in the sump. consequently, the sump provides some treatment capacity for oil and grease separation. No data is available regarding the percentage of the volume treated before discharging to surface waters. Item 11. Refer to comments on Item 10.A. Sanitary waste water flow is not metered. The septic tank has a capacity of 500 gallons. Due to the infrequent use of the system, daily average flow is estimated to be 25 gallons per day. Item 12. There are two separate discharge points exclusive of roof and deck drains, dam contraction joint drains, foundation drains and the non - contact cooling water discharges into the draft tube. One discharge IS the 20-inch common header from the drainage and unwatering sump pumps. The other discharge is a six-inch line from the automatic raw (intake) water strainers which is connected to the roof drainage system that discharges into the tailrace. Item 14. To the best of our knowledge, none of the substances listed on the application form are purposely added to any of the discharges as a result of our operations, activities, or processes. However, oil and grease occurs in small quantities in the station's drainage sump discharge and possibly the unwatering sump and turbine water discharges. Any oil and grease detected in these discharges would be incidental and would not be specifically added.
