Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection
conducted on 8/9/2016 by Belinda S. Henson, Regional Supervisor, Trent Allen, Assistant Regional
Supervisor, and Johnathan Watts, Environmental Specialist of the Fayetteville Regional Office. The
facility was found to be in Compliance with permit NCG500205. As part of the inspection, a tour of the
plant was conducted and semi-annual sample records were examined from March 3, 2015 to July 28,
2015. On the day of the inspection, this facility was found to be in compliance with the requirements of
the permit. You are commended for your initiative and proactive approach for the documentation and
on site monitoring. I appreciate the time and professional courtesy that you and Michael G. Miller,
Senior Director Operations, extended during the inspection. No additional response is necessary from
your office concerning this report. As a reminder, preservation of the Waters of the State can only be
achieved through consistent NPDES Permit compliance.

Enclosed you will find a copy of the Compliance Evaluation Inspection report for the routine inspection
that was conducted on August 8, 2016 by Belinda S. Henson, Regional Supervisor, Trent Allen,
Assistant Regional Supervisor and Johnathan Watts, Environmental Specialist of the Fayetteville
Regional Office. The purpose of the inspection was to evaluate compliance with the requirements of
the Wastewater General Permit NCG500205. As part of the inspection, a tour of the plant was
conducted and semi-annual sample records were examined from March 3, 2015 to July 28, 2015. On
the day of the inspection, this facility was found to be in compliance with the requirements of the
permit. You are commended for your initiative and proactive approach for the documentation and on
site monitoring. I appreciate the time and professional courtesy that you and Michael G. Miller, Senior
Director Operations, extended during the inspection. No additional response is necessary from your

The Campbell Soup Supply Company, located at 2120 NC 71 Hwy N, Maxton NC, produces three
types of wastewaters from the boiler blowdown, air compressor condensate and non -contact cooling
water. The 450 acre non discharge system site is permitted for 4M GPD for effluent flow and nitrogen
absorption. ESC lab services (EHC Inc.), located in Red Springs, NC, is used to analyze COD, pH, oil
and grease. Samples are collected and parameters are measured at an unnamed tributary that joins
the Lumber River. All maintenance activities involving draining and cleaning of units are within the
limits of those wastewaters addressed by the General Permit NCG500000 series for freshwater
systems. Out of 5 current permits, this site has not received nor had any compliance issues since
2009. You are commended for your efforts to comply with the NCG500205 permit.

In accordance with the conditions in the referenced permit, we would like to request a renewal of
this permit that enables us to discharge non -contact cooling water to the Lumber River. Attached find the c -
following: —,
1. The completed invoice form.
2. All MSDS sheets for products used in Cooker cooling water and Boiler feedwater.
3. Letter from Calgon regarding chemicals used for in -plant water treatment at our facility.
4. Letter from Nalco regarding chemicals used at our facility.
5. A check for $400.00 made payable to NCDEHNR.
The conditions of the existing permit are sufficient for our current requirements. Therefore, we request
that the existing effluent limitations and monitoring requirements be extended past the permit expiration
date of July 31, 1997.

The biocide(s) utilized in the steam pressure soup cookers have been
submitted to the Toxicity Evaluation Group for final approval.
PART IV - EVALUATION AND RECOMMENDATION
It is the recommendation of the Fayetteville Regional Office that the
subject NPDES Permit for the Campbell Soup Company be reissued for a five (5)
year period provided the biocides utilized are approved.

Part II - Description of Existing Discharge
1. Volume of Discharge: The average daily discharge from this facility is
approximately 1.25 MGD. The maximum daily discharge
should be approximately 2.5 MGD.
2. Type of Waste: Six separate sources contribute non -process (cooling)
water into a common discharge line. This involves
(1) a can cooling process, (2) cooling tower, (3) an
evaporative condenser, (4) ion exchange water, (5)
coal pile runoff, and (6) backwash water from a carbon
groundwater filter. However, according to Mr. Don
Fleming the carbon filter backwash no longer contributes
to the discharge water since all process water is obtained
from the Robeson County Water System and the carbon filter
is not utilized.

ical Additives: According to Mr. Ben Miller, Boiler Supervisor, the
chemical additives added to the various cooling processes
are the same as when the permit was issued in 1981.
However, Technical Services has advised Campbell Soup
by letter to provide all technical information re-
garding the chemical process at this facility for
review. Also, prior to issuance of the NPDES permit
all additives must be approved by Technical Services.
art III - Other Pertinent Information
1. The Campbell Soup Company is a large diversi.f ied corporation in the business
of making soup and related products pertaining to the food industry. This
company annually processes millions of cases of soup and distributes them
all over the world for human consumption.
2. Domestic wastewater is treated by the Town of Maxton Wastewater Treatment
Plant. Process wastewater from the Campbell Soup Company is spray irrigated
on a Division of Environmental Management permitted 530 acre land application/
spray irrigation site.
3. This facility consistently meets final effluent limits (see attached
monthly self -monitoring data submitted by the company for the months
December 1984 - November 1985) and should in the future continue to
operate in an efficient manner.
art IV - Recommendation
It is the recommendation of this office that the request for reissuance of
NPDES Permit No. NCO047325 be processed and the appropriate permit be issued
upon a favorable review by Technical Services regarding the use of the subject
cooling water additives.

Dear Mr. Lanning:
On.Thursday, May 10, 1984, Mr. Grady Dobson, Environmental Engineer,
Fayetteville Regional Office, made a routine reconnaissance inspection of the
Campbell Soup plant's land application/spray irrigation system. The investiga-
tion revealed ponded water within permitted spray sites A, Co D. and E. It
is estimated that these ponded areas would exceed 20 acres. No discharge of
this water to the State's surface waters was observed. From the appearances of
these areas, this ponding had likely been occurring for sometime.
As you should be aware, permit No. 6180 contains the following condition:
9. The spray irrigation facilities shall be effectively maintained
and operated at all times so that there is no discharge to the
surface waters, nor any contamination of ground waters which will
render them unsatisfactory for normal use. In the event the
facilities fail to perform satisfactorily, including the creation
of nuisance conditions, or failure of the irrigation area to
adequately absorb the wastewater, the Permittee, shall take such
immediate corrective action as may be required by the Division of
Environmental Management. .
With these considerations in mind, this office requests that immediate
preparations be implemented to resolve the existing problem. Please provide
this office with your plan of action to bring the facility back into compliance
with all special conditions in Permit No. 6180 on or before May 23, 1984.
If a reasonable solution cannot be reached, please be prepared to show
cause why this office should not proceed with measures to rescind this permit.
Should this office find it necessary to rescind your permit, any further opera-
tion of Campbell Soup's waste disposal system would obviously be in violation
of permitting requirements and place you in the situation of operating an
illegal waste disposal system.
