Dear Joanne:
On behalf of Wakefield Development, I am formally withdrawing the 401 Water Quality
Certification application that was submitted to your office on September 14~', 2007 for the Huff
Property (Action ID# SAW-2007-736-067; DWQ# 07-0298). In addition, I request that you place the
401 WQC application submitted for the Jubilation site on hold. As discussed during a meeting at the
NC DENR office on November 2, 2007, these two tracts are being combined into one large project
area. We plan to submit a modification to the Jubilation permit application that includes both tracts.
