4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
This project description includes a summary of discussions provided by the hydraulic engineers regarding the proposed realignment of the drainage system under US 15-501 (Aberdeen
Rd). A full discussion is included as an attachment to this application.
This PCN focuses on the Drainage Improvements to US 15-501 (Aberdeen Rd). Impacts from the drainage improvements to US 15-501 (Aberdeen Rd) are included in the attached HE-
0013 Wetland and Surface Water Impacts Permit Drawings at Permit Sites 1 - 3. A separate PCN will be submitted for Impact Sites 3 - 6 that are associated with the Laurinburg/Scotland
Industrial Site.
Current Site Conditions:
The site area for the proposed roadway improvements to US 15-501 (Aberdeen Rd) extend from from the Laurinburg and Southern Railroad crossing south of SR 1301 (Plant Rd) north to
a construction access road adjacent to the Nic's Pic Kwik located on US 15-501 (Aberdeen Rd). Currently land use is mainly light industrial and agricultural. The topography is generally
flat with little relief. Immediately adjacent to the east of US 15-501 (Aberdeen Rd) is a convenience store (Nic's Pic Kwik) and a home surrounded by forested area. SR 1301 (Plant Rd) on
the west side of US 15-501 (Aberdeen Rd) provides access to numerous businesses in the area.
Current Drainage Conditions:
The existing drainage system that consists of Stream SB, flows along the north side of an access road toward US 15-501 (Aberdeen Rd), before turning south and flowing into an existing
18" culvert under the road, where it daylights for a short period and the flows into another 18" culvert that continues to flow south, under the convenience store driveway entrances, under
the railroad, where it again daylights, converges with another stream and flows south and ponds before flowing, west, under US 15-501 (Aberdeen Rd), and then north again, back under
the railroad and west out of the study area.
Proposed Drainage Improvements:
Proposed drainage improvements consist of the stabilization of Stream SB as it flows toward US 15-501 (Aberdeen Rd) to facilitate flow through new proposed 2@83"x57" CMP Arch
culverts that will flow west under US 15-501 north of Nic's Pic Kwik and access road. The proposed culverts will flow out into a stabilized 5' base ditch with riprap proposed only on the
banks, that will direct flow south, under SR 1301 (Plant Rd) through two proposed 48" RCP culverts that will replace an existing 18" RCP culvert that conveys flow under SR 1301 (Plant
Rd). Drainage will then flow from the 2@48" RCP through a riprap-lined stable outlet channel and eventually back into existing stream SB on the west side of US 15-501 (Aberdeen Rd).
These improvements were also preferred by Division in order to avoid impacts to the railroad Right -of -Way.
Drainage Component Justification Discussions:
48" RCP culverts are proposed for use under SR 1301 (Plant Rd) as they are the largest pipe size that can fit underneath SR 1301 (Plant Rd) without requiring a grade raise. Additionally
the proximity of the proposed 2@48" RCPs and the intersection between SR 1301 (Plant Rd) and US 15-501 (Aberdeen Rd) also prevents a grade raise at this crossing. Additional pipes
could be added underneath SR 1301 (Plant Rd) but avoiding the increase in proposed channel width was preferred.
A review of the proposed hydrologic model revealed that the effective flow area of a 2@48" RCP buried 1.0 foot is 20.2 square feet. The effective flow area of 2@83"x57" CMP Arch is 40.8
square feet. The proposed 2@48" RCPs under SR 1301 (Plant Rd) overtops at flow rates greater than 107 CFS, which is less than the 2-year storm event. The 2@83"x57" CMP Arch
overtops at flow rate greater than 121 CFS. Therefore, impoundment is not anticipated to be a threat due to overtopping.
A riprap-lined stable outlet channel was chosen to facilitate flow from the 2@48" RCP under SR 1301 (Plant Rd) to the receiving stream. The intent was to attenuate flow that would not
properly diffuse with an energy dissipater pad based on the 160 CFS design flow. The proposed NCDOT-approved riprap lined outlet channel should provide long-term stability and avoid
flow concentration and eventual channel erosion that would likely occur with an energy dissipater.
Site constraints at the inlet of the proposed 2@83"x57" RCPs, where the channel is proposed to be realigned, required steepening the slope at the channel upstream. The inlet channel
was aligned to provide a better transition to the outlet channel.
These improvements will ultimately drain to the same stream outfall as the existing drainage systems but create significantly less right-of-way impacts to the convenience store and
completely avoids impacts to the railroad. Approximately 66 acres still drain to the existing 48" RCP underneath US 15-501 (Aberdeen Rd) on the south side of the railroad. At this location,
there will be a reduction in hydrology but will not result in a loss of waters.

The proposed roadway improvements would provide access to the Laurinburg/Scotland Industrial Site, while maintaining mobility in this area along US-15/501 (Aberdeen Rd). In addition
to benefits for the proposed Laurinburg/Scotland Industrial Site, NCDOT is proposing this project as a solution to known flooding in the immediate area. There is a history of flooding issues
at Nic's Pic Kwik, an existing convenience store, that has been noted by the NCDOT Division Project Engineer. Analysis of the existing drainage (24" pipe) indicates the existing roadway
would be impaired by storm events much less than the 2-year storm. The proposed drainage improvements dramatically increase the level of service when compared to existing drainage.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The project includes improvements to US-15/501 (Aberdeen Rd) that will widen and add a turn -lane to an access point to the proposed Laurinburg/Scotland Industrial Site. This access
point will be the entrance and exit of a new road that will be installed on new location east of US-15/501 (Aberdeen Rd). The new access road will tie into US-15/501 (Aberdeen Rd), cross
a Jurisdictional stream, turn north and run parallel to US-15/501 to provide incoming and outgoing traffic to the proposed Laurinburg/Scotland Industrial Site.
This PCN focuses on drainage improvements that will be carried out along US-15/501 and an existing construction access road on near a gas station (Nic Kwik Pick). The Drainage
improvements will involve the installation of a new culvert beneath US-151501 that will carry a jurisdictional stream (Stream SB) from the west side of US-15/501 to the east side of US-
15/501. From this point stream flow will be carried through a new stabilized flow path south along the east side of US-15/501, through a new proposed culvert beneath SR-3101 / Plant
Road where the new channel will eventually flow back into an unnamed tributary to Leith Creek. Details of the proposed drainage improvements are provided in Section 3j. Typical
equipment will be used for new roadway construction as part of the project.

Permanent and temporary impacts to wetlands will result from project activities. These activities are associated with the proposed drainage
improvements to upgrade construction access road to the Laurinburg/Scotland Industrial Site and improve US 15/501 (Aberdeen Road) from the
Laurinburg and Southern Railroad crossing south of SR 1301 (Plant Rd).
The activities that will impact wetlands involve the installation of a tail ditch (see Detail 4-6 on Sheets 2 & 3 of Permit Drawings) that will be excavated
through Wetland WC to help facilitate flow from the outfalls of 2@48" RCP pipe culverts that are proposed to replace an existing undersized 18-inch
RCP culvert beneath SR 1301 (Plant Rd) on the West Side of US 15-501 (Aberdeen Road) at the southern extent of the proposed project. The wetland
impacts associated with this culvert replacement are shown at Permit Site 1.
Permanent Impacts are assumed to consist of "Permanent Fill in Wetlands', Excavation in Wetlands", and "Mechanized Clearing In Wetlands'.
Temporary Impacts are assumed to consist of "Temporary Fill in Wetlands" and "Hand Clearing In Wetlands"
Permit Site 1. There will be approximately 0.100 acres of permanent impact to riparian Wetland WC. This impact will result from 0.070 acres of
mechanized clearing, 0.020 acres of excavation, and 0.005 acres of permanent fill required for the installation of the proposed tail ditch. An additional
0.005 acres of temporary impacts to Wetland WC that consist of hand clearing will be required for bank stabilization associated with the installation of
the tail ditch.
Utility relocations for the project will be included at the location of the proposed tail ditch. Utilities that are proposed to be relocated include Underground
Communications Conduit, Underground Gas Line, and Underground Waterline. The location of the proposed relocated utilities at Permit Site 1 is
included on Sheets 2, 3, & 4 of the permit drawings.

Permanent and temporary impacts to streams will result from project activities. These activities are associated with the proposed drainage improvements
to upgrade construction access road to the Laurinburg/Scotland Industrial Site and improve US 15/501 (Aberdeen Road) from the Laurinburg and
Southern Railroad crossing south of SR 1301 (Plant Rd).
The Stream impacts associated with this project are shown at Permit Sites 1 — 3. Each permit site is described in detail below.
Permit Site 1. (Station 11+04 to 12+05-L-LT) There will be approximately 56 feet of temporary impact (S1) to Stream SB-6. This temporary impact will
result from stabilization to the channel required to install a tail ditch that will facilitate flow from the outfall from proposed 2@48" RCP pipe culverts.
These pipes will replace an existing undersized 18-inch RCP culvert beneath SR 1301 (Plant Rd) on the West Side of US 15-501 (Aberdeen Rd) at the
southern extent of the proposed project.
Permit Site 2. (Station 14+94 to 15+44-L-RT) There will be approximately 51 feet of permanent impact (S2) to Stream SB-3. This permanent impact will
result from roadway fill required widen the access to a paved drive and to install a Special 2' Base Ditch (see Detail 4-1 on Sheets 2 & 3 of Permit
Drawings).
Permit Site 3. (Station 10+47 to 12+10-DR1-LT) There will be approximately 152 feet of permanent impact (S3) and 10 feet of temporary impact (S4) to
Stream SB-2. These impacts will result from a channel change and stabilization required to install a Special 5' Base Ditch (see Detail 4-2 on Sheets 2 &
3 of Permit Drawings). The proposed Special 5' Base Ditch will be installed to facilitate stream flow into proposed 2@83"x57" CMP Arch culverts that will
flow from east to west beneath US 15-501.
Utility relocations for the project will be included at the location of the proposed realigned SB-2. Utilities that are proposed to be relocated include
Underground Telephone Cables. The location of the proposed relocated utilities at Permit Site 3 is included on Sheets 2, 3, & 5 of the permit drawings.
E. Impact Justification and Mitigation
1. Avoidance and Minimization

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
A Natural Resources Technical Report (NRTR) was developed to identify sensitive environmental areas in the vicinity of the project. Streams and
Wetlands were delineated on site to provide location to aid in avoidance and minimization of impacts during the design process. Regulatory agencies
were notified early on in the project development process.
NCDOT sent hybrid start-of-study/scoping letters to local officials from the City of Laurinburg and Scotland County, local emergency responders, Lumber
River Rural Planning Organization, U.S. Corps of Engineers (USAGE), North Carolina Wildlife Resources Commission, North Carolina Department of
Environmental Quality (NC DEQ) Division of Water Resources (DWR), U.S. Fish and Wildlife Service, U.S. Environmental Protection Agency. Recipients
were invited to review and comment on the proposed project. Comments received were incorporated into the final design to the greatest extent possible.
A site visit with regulatory officials to confirm the extent of waters onsite and to discuss components of the proposed project was carried out in May of
2023. During the site visit, opportunities were given to agency representatives to express concern about various aspects of the project.
Existing drainage patterns are being maintained to the maximum extent practical throughout the project. 3:1 fill slopes will be used to reduce impacts to
adjacent parcels and jurisdictional streams, reducing the overall footprint of the project.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
An erosion and sediment control plan will be approved by NCDEQ prior to commencement of construction activities.
General Best Management Practices and Spill Prevention and Control measures will be utilized during construction activities: Proper housekeeping,
maintenance of equipment, and containment of fuels and other potentially hazardous materials would be implemented. Spill control kits would be
provided at the work site to facilitate spill response.

NCDOT has coordinated with the North Carolina Department of Environmental Quality — Division
of Mitigation Services (NCDEQ-DMS) to secure wetland and stream mitigation for the project. A letter is included in the attachments that indicates that
NCDEQ-DMS will secure credits for 203.00 feet of warmwater stream impacts and 0.095 acres of Riparian Wetland impacts located in the CU 03040204
of the Lumber River basin in the Southern Inner Coastal Plain (SICP) Eco-Region. NCDEQ-DMS will commit to implement sufficient compensatory
mitigation credits to offset the impacts associated with
this project as determined by the regulatory agencies in accordance with the In -Lieu Fee Instrument dated July 28, 2010.

HE-0013 is a NCDOT roadway widening and new location project in Scotland County that involves the continuation of a three -lane undivided highway and the addition of a fourth right turn -
only lane to the entrances of -SR1- and -SR2- along NC HWY15/US HWY 105 (Aberdeen Rd). Existing drainage patterns are being maintained to the maximum extent practical throughout

During the planning and design phase of the project, a NCDOT Natural Resources Technical Report (NRTR) was developed as environmental
documentation. During the development of the NRTR, site visits were carried out to complete stream and wetland delineations as well as surveys for
Federally Threatened and Endangered Species and their habitat. When potential habitat was noted on site during initial field surveys, follow-up surveys
were conducted in -season as needed. The NRTR is included attached to this application.

7b. What data sources did you use to determine whether your site would impact historic or archeological resources? *
During the planning and design phase of the project, a NCDOT Minimum Criteria Determination Checklist (MCDC) was developed as environmental
documentation. The MCDC was completed and signed in June of 2023. The MCDC included coordination with NCDOT Architectural Historians for a
review of Historic Architecture and Landscapes. The review found that no additional surveys were required. The MCDC also included coordination with
NCDOT Archaeologists for a review of Cultural Resources. The Cultural Resources review found that no additional archaeology surveys were required.
Documentation of these findings as well as additional Tribal Coordination is included in the attached MCDC.
