This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). This final permit includes no major changes from the draft permit sent to you on August 30, 2006. Limits for ammonia have been placed in your petmit This is a result of U.S. Environmental Protection Agency requirements to develop daily maximum restrictions for every non -municipal permit that has a monthly average limit Limits for enterococci have been placed in your permit The permittee shall monitor for enterococci (with no effluent limit) for twelve (12) months following the effective date of this permit Limit becomes effective December 1, 2007. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. What is the current permitted flow limit? •0.4 MGD, Note: The current permit states that when the average discharge flow exceeds 0.32 MGD this facility can begin expansion to 0.8 MGD. This office does not support this flow requirement to be met prior to expansion of the facility, especially in light of the rapid development in the areas serviced by this WWTP. C. Actual treatment capacity of the current facility? 0.4 MGD is listed but the staff has indicated that above 0.30 MGD rate, operational problems are encountered and the tertiary filters become overloaded hydraulically, which often results in the need to bypass these units. d. Please provide a description of existing or substantially constructed wastewater treatment facilities: Existing facilities consist of. influent bar screen, aerated flow equalization basin and pumps, extended aeration tank with 3 blowers, clarifier, mixed media tertiary filters, gas chlorine disinfection, post aeration section, aerobic sludge digester, lime slurry addition system, stand by power generator, influent and effluent sampling equipment and effluent flow measuring and recording equipment. f. Other Special Items: None PART IV - EVALUATION AND RECOMMENDATIONS This facility generally produces a quality effluent within permit limitations, but over the last year has experienced periods of high inflow from storm events. At times they have had to bypass tertiary filters and in one case were required to bypass a portion of the equalization basin (primarily rainwater) directly to the effluent to prevent overflow of the tank. The area served by this facility is experiencing significant development, which is believed to be the source of these excessive flows via leaks and lines opened during construction activities. Also this facility has recently been experiencing problems with nitrification rates resulting in effluent above the permitted limit for NH3, some of this problem can be attributed to the excessive hydraulic loading mentioned above. Another problem has been related to solids management at the facility. The WWTP at times has been forced to aggressively waste sludge from the system and in doing so, has lost or significantly decreased the effective nitrifying population. Even though the facility is permitted at 0.4 MGD, treating wastewater flows over 0.30 MGD becomes troublesome for the operations staff. The North Brunswick Sanitary District has expressed interest in an expansion project for this facility but any details and plans regarding this project have yet to be formally submitted. Another project is in development for this WWTP to have the capability to transfer untreated wastewater as needed, from an onsite pumping station to the Northeast Brunswick Regional WWTP (NC0086819) for treatment and disposal. The force main for this project has been completed but the required pumping stations have not yet been constructed, the permit covering this project is WQ0024594. It is recommended the permit be reissued to the North Brunswick Sanitary District in accordance with the CFR Basinwide plan for the Belville WWTP (NC0075540). The Basic Application Information packet is divided into two parts. All applicants must complete Parts A and C. A treatment works that accepts process wastewater from any significant industrial users (SIUs) or receives RCRA or CERCLA wastes must complete Part F (Industrial User Discharges and RCRA/CERCLA Wastes). SIUs are defined as: 1. All industrial users subject to Categorical Pretreatment Standards under 40 Code of Federal Regulations (CFR) 403.6 and 40 CFR Chapter I, Subchapter N (see instructions); and 2. Any other industrial user that: a. Discharges an average of 25,000 gallons per day or more of process wastewater to the treatment works (with certain exclusions); or b. Contributes a process wastestream that makes up 5 percent or more of the average dry weather hydraulic or organic capacity of the treatment plant; or C. Is designated as an SIU by the control authority. G. Combined Sewer Systems. A treatment works that has a combined sewer system must complete Part G (Combined Sewer Systems). A short list of 20 facilities were identified within the WIRO which exceeded subjective compliance thresholds, and the need for possible permitting actions for these facilities were discussed. A summary of these discussions and recommended actions are presented below, and included with each permit file. Assigned permit writers should incorporate recommended actions or conduct followup with WIRO and/or NPDES staff as necessary. Please see NPDES staff listed above with any questions. 1) NC0002305 Guilford Mills East; permit unassigned)- Facility was under SOC and actions completed. No action necessary. This permit does not expire until 12/31/2007, thus it was not assigned with the Cape Fear 2006 permit renewals.
