Enclosed please find a Fast Track Sewer System Extension application for the Town of West
Jefferson, NC. The projet is funded by the American Rescue Plan Act (ARPA) funding, ARPA project
number SRP-W-ARP-0164.
The project encompasses the addition of two sections of 8" C-900 sewer piping serving eleven
(11) residences in the town of West Jefferson. The first section is approximately 1083 feet of 8" gravity
sewer along Ridge Venue and Birch Street connecting to the existing sanitary sewer system
(WQCS00214) at North Church Avenue and the second section is approximately 1079 feet of 8" gravity
sewer along Liberty Street, Independence Street and Freedom Drive, connection to the existing sanitary
sewer system (WQCS00214) at Business 221. The two sections will serve a total of 11 residential
connections with an estimated flow allocation of 2475 gallons per day. All existing sewer line will
remain in service as in the existing permit (WQCS00214).

and a copy of the existing permit are attached.

We have received your review questio rd�Ng the FTA for the Sewer Extension of
WQ0045251. We have made the following rgvision ,the application t<� address your questions.
1. The flow table in Section VI, question It has as
updated with the following text:
(3 bdrm res. @ 75 gaVbdrm = 225 gal/day). This reflects the use of 15A NCAC 2T .0114 (b)
updated December 13,2023, AM with the assumption that the five residences to be added on
Birch Street and Ridge Avenue area} bedroom residences with a 75 gallon per bedroom per day
allocation for 1125 gpd aM larly for the six residences on Freedom Dr, Independence St and
Liberty St, resulting in a 135cf,01allocation fojoction. Therefore the total requested
increase in flow is 24751gallons per day.
2. The FTSE has been transferred to Form F ISE 10-23.
3. Form FTSE 10-23 has been modified as follows:
• Section I Line (d) has been corrected to reflect to proper estimated obligated flow not
yet tributary to the system to 0.03548 MGD reflective of planned developments not
covered in this request.
• The remaining lines in Section 1, (e) through (h) are unchanged as they were correct as
submitted.
• Section II is unchanged, as it was correct as submitted. The flow through the Dogget Rd
Pump station currently accounts for 0.00495 MGD of the current total flow into the
plant (0.238 MGD). Only the Freedom Drive portion (1350 GPD) of the total requested
2475 GPD flow flows into the plant via the Dogget Rd pump station. The remaining
1125 GPD flows into the WWTP via gravity without encountering a pump station and
therefore has no effect on the available capacity of the Dogget Road or any of the other
existing pump stations in the system. We have included an overall map of the collection
system, as well as an enlarged map showing the location of the two requested
extensions of the sewer collection system showing the relationship to the WWTP and
the Dogget Road pump station for clarity.
