PROJECT SUMMARY: The current proposal is to extend the existing water supply system to existing developments within the Western Carteret Service Area. 10. Narrative Description The West Carteret Water Corporation project extends from the eastern limits of the system at Newport to the western extreme of the system in Stella. The entire land area for the project is approximately 59.1 acres. The shoreline length for the project varies depending on location. There are several areas with impacts located within both CAMA AEC's (75' and 575'). The areas of impact that fall within the AEC areas include a portion of Blue Heron Bay s/d (575' AEC), Bluewater Banks s/d (575' AEC), White Oak Bluff s/d (75' AEC), and a portion of the area known as "Little Kinston" near Stella (75' AEC). There is also a portion at the HWY 58 Bridge crossing along Pelletier Creek (75' AEC). All portions of the project would remain within the existing public, private and utilities right- of-ways. The proposed development is a commercial project. There are residential properties all along the project area. The Carteret County Land Use Plan classifies the project areas as Limited Transition and Protected Lands with all parts of the AEC classified Conservation. The water bodies located along the project area carry water classifications of ORW and HQW depending on location. 11. Proiect Description: The current proposal is to extend the existing water supply system to existing developments within the Western Carteret Service Area. The applicants are proposing to install new water mains using backhoes, trenching, hand digging and directional bore (Hwy 58 crossing). All water mains would be installed along public or private right-of-ways or within utility easements. The applicants also propose erosion and sedimentation control measures at the disturbed areas. They include silt fence, rock check dams, composite socks (waddles) as well as permanent and temporary seeding. Silt fence would be installed adjacent to any wetlands and waterways. There would be no new drainage outlets created with this project and drainage would sheet flow as it currently does. Field Investigation Report: West Carteret Water Corp. Western Carteret County Water System Expansion Page ®3 The total project area is 59. 1 acres with 1.9 acres of disturbance located within the CAMA AEC. The applicant stated they also submitted an erosion and sedimentation control plan to DEMLR at the same time as the CAMA major permit application (11/2/15). There would be no wetland impacts per the applicant. The total amount of new water main installed within the AEC areas would be 5,284'. The maximum trench width would be 3' with the maximum trench depth and pipe installation at 3' below grade. All excavated material would be placed directly beside the trench and would be used for any backfill. After completion all areas would be restored and seeded or sodded to help ensure erosion control measures. 12. Anticipated Impacts: The proposed water main installation would require the grading and filling of a total land area of 59.1 acres and a maximum of 1.9 acres within the CAMA AEC. All areas would be trenched, hand dug or directionally bored with erosion control measure within place. There should be no wetland areas or waters along the project area impacted by the development as long as erosion control methods remain in place and in working order.
