The North Carolina Department of Transportation (NCDOT) proposes to replace this bridge. This project
is similar in nature to projeets processed under the Low Impact Bridge Replacement Program (LIBRP).
Accordingly, the LIBRP format has been utilized in the permitting of this project. A site visit was
conducted by USACE on June 26, 2014.

This project can be characterized as meeting the parameters associated with the Low
Impact Bridge Process as agreed to on October 6, 2009. Accordingly, this project
meets the documentation requirements and approval procedures under NEPA, as
defined by FHWA, for Low Impact Bridge Replacements. This project meets the
standards of NCDOT Minimum Criteria Rules.

General Project Narrative: State Project 178P.S.R.58 involves the replacement of the existing NCDOT Bridge #340071 on SR 1636 over Cypress Creek. Bridge #340071 consists of 1@ 30'-3", 1@30'-0",
(Description of Minimization of Water 1@30'-3" concrete deck on timber piles with concrete caps. The proposed bridge at #340071 will be 1�a 70', 1@45' 24" cored slab with 4' caps and sloping abutments. The
Quality Impacts) proposed bridge is located in zone AE of FIRM map number 3720283100J and was studied by "Limited Detailed" methods. The proposed bridge will provide more hydraulic
opening than the existing bridge. Deck drains are proposed on one side of the bridge to meet spread design criteria. One stormwater outfall is proposed which will be placed at
a distance to minimize disturbance to adjacent wetlands and outside of the buffer zone. A Rip Rap pad will be utilized to dissipate the energy.
