FACILITY SUMMARY This facility is a wastewater treatment system utilizing conventional water treatment plant technology [coagulation, flocculation, sedimentation, and filtration] with a design wastewater discharge of 8.8 MGD from media filter backwash and sedimentation basins with a design potable flowrate of 77 MGD, which includes the following; • two (2) backwash clarifiers • filtrate pump station • flow splitter box • four (4) sludge thickeners • parshall flume Fact Sheet for Permit Renewal April 2024 - NPDES Permit NCO082376 - Page 1 • polymer and caustic feed systems • thickened sludge pump station (with diversion to blending tanks or sludge disposal facility) • four (4) sludge blending tanks (residuals pumped to sludge disposal facility or filter presses) • three (3) belt filter presses (drainage to sanitary sewer pump station) o truck hauling and concrete pad for residuals o belt filter press washwater pumps o belt conveyors • twelve (12) sand drying beds (drainage to sanitary sewer pump station)/ containment pad • refer to Permit No. WQ0008431 for components specific to the sludge disposal facility. (9) has been updated regarding electronic submission of effluent data. Federal regulations require electronic submittal of all discharge monitoring reports (DMRs). • The facility grade has been added to Section A. (1), A.(2.), and A. (3.). • The facility reported the location of Outfall 002 has been moved; coordinates have been updated. • The 3 sludge thickeners in the facility components list have been updated to 4. • The facility map has been updated. • Chronic Toxicity in A. (8.) has been updated to pass/fail limit. • Iron monitoring has been removed. • The parameter of Duration of Discharge has been added to outfalls 001 and 003. COMPLIANCE HISTORY No major compliance concerns in the last permit cycle; 1 NOD from 2023 and 1 from 2018 NCG59 GENERAL PERMIT ELIGIBILITY (FOR CONVENTIONAL & GREENSAND ONLY) The E.M. Johnson WTP is not eligible for the general permit because there is not enough data to make this determination. The facility needs a greater than 75% passing rate for twelve (12) quarters of active discharges and passing results for the most recent four (4) consecutive quarters. [See attached Whole Effluent Toxicity (WET) Testing below]. • Conclusion: Ineligible for NCG59 General Permit. Fact Sheet for Permit Renewal April 2024 - NPDES Permit NCO082376 - Page 2 WHOLE EFFLUENT TOXICITY (WET) TESTING The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 90 %. The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," (Revised December 2010, or subsequent versions) or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised December 2010, or subsequent versions). The tests will be performed during the months of February, May, August, and March. This facility is not currently discharging; no current WET data. REASONABLE POTENTIAL ANALYSIS No effluent data because the E.M. Johnson WTP does not currently discharge and has not discharged since 2007; therefore, no RPA can be conducted for renewal.
