The Town of Waynesville collection system experienced a sanitary sewer overflow at 699
Access Road, Waynesville, N.C. The SSO had a total estimated volume of 42,300 gallons. This
sewer overflow correlates with incident# 202400377. This is an overflow that predates the larger
SSO at the same address. The information found in the response letter for incident# 202400377
will mirror this response. The sewer maintenance division has bypassed the overflow to our 24”
gravity sewer line adjacent to the SSO. The line that caused the overflow has been found to be
extremely old infrastructure that no staff present or past had knowledge of the location. We have
found that the infrastructure does belong to the Town of Waynesville and has no access points
for maintenance. This line was known from our predecessors as a force main. This is not the case
since the collection system is gravity with no pumps. Our staff did find one location that
appeared to have had an air release valve at some point but had been taken out of service and
removed. We are currently working with several contractors to have the “unknown” line located
and implement an expedited CIP for this line. This CIP will consist of locating, creating access
points as well as a long-term solution of rehabilitation or replacement. This overflow as well as
overflow incident #202400377 was unpreventable based on the previous facts of unknown
location and existence/ownership of this line.
