Good Morning All,
NCDOT has just completed replacing a bridge on Worsham Mill Road across Wolf Island Creek in Rockingham County
with a new bridge located just east and parallel of the old bridge. A mill with historic significance is located just west of
the old bridge location outside of the existing ROW. A sluice channel which allowed water to outlet from the old mill
back to Wolf Island Creek traverses through the NCDOT ROW beneath the old bridge and now beneath the new bridge
back to the creek. The sluice channel runs parallel to Wolf Island Creek and is separated from the creek by a bank of
sparsely vegetated sand. During construction, there was a significant storm event in which the waters of Wolf Island
Creek overtopped it's banks and apparently transported sediment into the sluice channel. It appears that the increased
sediment within the sluice channel is now prohibiting the flow of water to outlet back into Wolf Island Creek. Although
NCDOT does not feel responsible for the sediment depositing in the sluice channel, it does acknowledge that some of
the deposited sediment is within that portion of the sluice channel that is in the NCDOT ROW. The owner of the mill has
expressed a concern that the blocked water flow may eventually jeopardize the mill and would very much like to have
the sediment removed. NCDOT is proposing to excavate the portion of the sluice channel within the ROW that appears
to have been inundated with sediment. Based on information provided by NCDOT surveyors and engineers, we feel
that the removal of approximately six inch depth of sediment at a width of approximately one foot and at a length of
approximately ninety feet should suffice in allowing more flow within the sluice channel towards the outlet end.
Removal of sediment is proposed to be carried out by hand (wheelbarrows, shovels and buckets) with sediment
disposed of in an approved upland site. Best management practices will be utilized including de-watering the site prior
to commencing work. A pre-construction meeting with an environmental representative will be held prior to
commencing work.
Through earlier telephone conversations, this course of action had been discussed and tentatively approved by Mary
Pope Furr (PDEA NCDOT), David Bailey (USACE) and Dave Wanucha (NCDWR) provided that they receive a written
description of NCDOT's plans and are offered an opportunity to respond. This e-mail is intended to serve as written
notification to the aforementioned. Work is likely proposed to start at the beginning of 2016. Please call me at 336 256-
