We would like to re -open the nationwide review and continue processing for this project (SAW 2023-00445). As
requested, the permit impact drawings have been updated to reflect the specific type of stream impacts resulting from
the proposed project, as previously discussed, and are attached for your review (Figure 5.0 and Figure 5.1).
Please let me know if you have any trouble with the files or need further clarification. Thank you so much for your time

Jason,
Thanks for tracking that down.
Since we don't have any permit drawings that reflect the desired conditions, please correct one of the permit drawings
such that it can be referred to as the permit drawing attached to the verification for future compliance. The contractors
aren't going to be reading the tear sheet for pipe measurements as they refer to a permit drawing, so it's critical for a
drawing to be correct.
At this point since the request has gone greater than 45 days since start, I need to withdraw the project. All this means
to you is once you have the updated drawing just request via email to re -open the nationwide review with the new
information. This procedure just better accounts for the time in process in the applicant's court. There is no need for a
new application just the updates and an email stating you want to continue processing.

Hey Brad -
The pipe extension length is 10' and the riprap stabilization is 24', and 4' of permanent impact beyond the riprap is to
account for minor channel reshaping and regrading to account for riprap and pipe installation and then reestablishing
positive flow and aquatic connectivity. The combined total permanent impact 38' as stated in the PCN, but only 10' of
that impact is a loss of aquatic function.
The RFI drawing indicates 40.7 as a result of the 2D slice needed to pull the cross section — at that cross section, the pipe
extension + riprap measures 40.7 on that linear line, but that's a different measurement than the impact measurement
measured along the thalweg.
Hopefully that helps clear it up, but let me know if you'd like to talk through in more detail!

I want clarify the pipe length before I draft anything. The PCN states 38 feet (pipe and rip rap) and the new drawing
shows 40.7 (pipe and rip rap). Is the pipe length 40.7-24 =16.7' or is it 38-24= 14'?
That's an important measurement that I want to enumerate correctly as a loss of aquatic function where as the rip rap
buried to stream bed elevation would not be a loss of aquatic function. I have to put them into our database as a loss or
not

Regarding the subject project please clarify the following point:
The extension appears to be on the inlet end of the existing pipe, are there any temporary impacts anticipated
for the 38' extension?
In order to meet the intent of Regional Conditions 9 of the nationwide permits, please provide a better permit
drawing showing the existing conditions of the onsite pipe. There are no drawings showing whether the existing
pipe is properly buried, there are no drawings showing how the new pipe will be buried the minimum 1' below
existing grade, and there are no drawings showing the pipe length beyond the written description in the PCN. If
the regional condition cannot be met justification will be necessary to waive this regional condition.
Please provide a cross section of the pipe extension so it can be determined whether the rip rap will be buried to
stream bed elevation or not? Regional condition 8 states rip rap necessary in the stream bed elevation should
not exceed the original stream bed elevation. If this can not be accomplished the rip rap impacts would not only
be a permanent impact but also a loss of stream bed and a waiver from this regional condition would require
justification.
Please provide this clarification within 3 weeks (Jan 23, 2024) and only return the revised permit drawings not the full
plan set. If this information can not be supplied within this time frame the project will be withdrawn.
