I'm sending this message to forewarn you regarding data -entry changes for your effluent and instream data under the modified permit. Please forward this to any affected personnel who are involved with data collection and / or submission. The Division has used its own software (BIMS) for over a decade to document permit limits and monitoring requirements. BIMS also collects effluent data from permittees and uses that data to determine compliance with limits, monitoring frequencies, etc. Since 2013, BIMS has been linked to 2 newer data systems: the Division's eDMR data -entry portal and the US EPA's ICIS database. The eDMR and ICIS platforms are not entirely compatible with BIMS. I am thus forced to alter BIMS to satisfy eDMR and ICIS requirements. To that end, the following changes have been made to NC0063096 within BIMS. They will be effective beginning with the December 2015 eDMR: 0 Outfall 002 from your previous permit has been deleted. 0 Outfall 001(Part I A (1) to A (3) of NC0063096) has been updated to show the 3 flow phases and their accompanying limits and monitoring frequencies. Outfall 001 now includes the instream monitoring requirements for locations U (UTC-1) and D1 (UTC-1A). See discussion below regarding instream data. 0 Outfall 1D2 has been added, with monitoring requirements for that location (UTC-5). See discussion below regarding instream data. O Outfall 1D3 has been added, with monitoring requirements for that location (UTC-7). See discussion below regarding instream data Your permit requires instream data independent of that collected by the Middle Cape Fear River Basin Association (MCFRBA). However, the permit states that its required data can be "collected and submitted by the MCFRBA". We realize that the matter of data submission may not yet be settled between Holly Springs and the MCFRBA, and also that the collection / submission process may alternate between your organizations. PLEASE BE AWARE that the eDMR system will expect data each month, and that validation errors may occur if the data is not entered.
