HomeMy WebLinkAboutNCG060387_Industrial Monitoring Letter_20240411 Charlotte-Mecklenburg STORM WATERStormWater.CharMeck.org Services n April 11, 2024 Anaergia Services, LLC Attn: Miguel Lugo, Facility Manager 600 Johnson Road Charlotte,NC 28206 Subject: Stormwater Monitoring Charlotte Bioenergy Facility Dear Miguel Lugo, On March 15, 2024, Michael Schley of Charlotte-Mecklenburg Storm Water Services (CMSWS) sampled stormwater runoff from the subject facility located at 600 Johnson Road in Charlotte,North Carolina. The monitoring was conducted under authority granted by Charlotte City Code Chapter 18, Section 18-82. The monitoring was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR).NCDEQ—DEMLR has been copied on this report and made aware of monitoring results regarding the facility's NPDES permit. Total rainfall during the rain event in which samples were collected at your facility was 0.48 inches. Rainfall data was reported by the United States Geologic Survey(USGS)real-time station CRN-27(Rain Gauge at Hidden Valley Elementary School). CMSWS sampled stormwater runoff from Outfall #3 (along entrance road above the creek). A summary table of results is attached to this report. Please see the attached table for more information on your monitoring results. CMSWS analyzed the monitoring results from your facility by comparing them to Storm Water Permit benchmark parameters as well as to local and state stream standards (CMSWS Action Levels and North Carolina Water Quality Standards). The results indicate elevated levels of Fecal Coliform, Copper, Total Suspended Solids (TSS), COD, and BOD in the facility's stormwater runoff. Since the stormwater sample was not collected from a stream, the local and state surface water quality standards do not apply; however, the results indicate the potential for polluted runoff from the facility to negatively impact the receiving stream. Based on this analysis, and under authority of the City of Charlotte Storm Water Pollution Control Ordinance, CMSWS is continuing to work with Anaergia Services, LLC. to evaluate dh 13 Clad Suttlotte, Avenue Charlotte. This includes both short-term and long-term actions to be taken in an effort to reduce these elevated pollutant concentrations. In addition, as part of CMSWS follow-up actions, additional Stormwater Monitoring and Industrial Inspections may be conducted at the facility.
