Project Comments Surveys were conducted for species on September 9, 20�3; Several suitable feeding/water sources are located within t13 miles of the study area (LO mile pius 660 foot radius from the edge of the study area) that couid potentially support bald eagle. These include Lake Orange and serverel large agricultural ponds. Since there was potential foraging habitat within the review area, a survey of the project study area and the area within 660 feet of the project limits was completed on September 9, 2013. The replacement bridge is assumed to be proposed at generally the same locarion and alignment. For the purposes of the archaeological review the proposed project area is listed as 633.6 feet long (slightly more than 193.12 meters) and eXtends right-of-way (RO� width from 60 feet to 100 feet (30.48 meters). Thus, the area of potential effects (APE) is estimated at rou�hly 1.45 acres (nearly� .59 hectares). A US Arm�� Corps of Engineers permit is anticipated but the exact type was unknown at the time of the archaeological investigations. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of7"ransportatron (NCDOT) Archaeology Group revlewed the subjectprojectand determined.• � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. � All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. ❑ There are no National Register Eligible or Listed lARCHAEOI.OGICAL SITES present or affected by this project. While few archaeological sites have been identified along this stretch of the East Fork of the Eno River, one such example located roughly a mile and a half south of Bridge No. 173 is located in an alluvial setting similar to those near the project area. A reconnaissance examination of the APE to direct probable subsurface investigations was recommended. The archaeological reconnaissance of the APE was undertaken on October 17, 2013 by NCDOT archaeologists Shane Petersen and Brian Overton. A walkover investigation of the entire APE was completed for the proposed bridge replacement project. The portions of the APE to the south of Compton Road (on both sides of the East Fork of the Eno River) exhibited a wider easement and significant disturbance. The area to the west of Bridge No. 173 appeared to be dominated by wetland areas just outside e�sting ROW. None of rhese aYeas weYe consideYed to be good candidates for subsurface testing. The alluvial terrace to the northeast of Bridge No. 173 seemed to have the greatest potential for archaeological deposits within the APE beyond 200 feet from the bridge. Two shovel test pits were placed 15 meters (roughly 50 feet) apart in this area. These tests were placed appro�mately 12 meters (about 40 feet) from centerline of the e�sting alignment of SR 1353. Both subsurface tests exhibited very shallow soil profiles with subsoil appearing less than 20 c�ntimeters below the rootmat at the surface. No cultural mat�rials were recovered in either shovel test pit. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Description of review activities, results, an�l conclusions: HPOWeb reviewed on 26 August 2013 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential EfFects (APE). Orange County current GIS mapping, aerial photography, and tax information indicated a mostly wooded APE with two late-twentieth-century resources located to the southeast and southwest of the existing bridge (viewed 26 August 2013). Constructed in 1962, Bridge No. 173 is neither included in the NCDOT Historic Bridge Survey, nor representative of any distinctive engineering or aesthetic type. Google Maps "Street View" confirmed the absence of critical historic structures and landscapes in the APE (viewed 26 August 2013). No architectural survey is required for the project as currently defined. Proposed Bridge Replacement Project The proposed project calls for the replacement of Bridge No. 173 on SR 1353 (Compton Road) over East Fark Eno River (Lake Orange), in Orange County. The federally endangered Dwarf Wedgemussel (DWM) is listed by the U.S. Fish and Wildlife Service for Orange County. East Fork Eno River is located in the Neuse River Basin. From the project site, East Fork Eno River flows 4.9 miles before entering the Eno River. A map of the project site is attached. Background In North Carolina, the DWM is known from the Neuse and Tar River drainages. The mussel inhabits creek and river areas with a slow to moderate current and sand, gravel, or firm silt bottoms. Water in these areas must be well oxygenated. Stream banks in these areas are generally stable with extensive root systems holding soils in place. Water pollution and impoundments are the primary causes of this species' decline, and persist as threats today. Poor land use practices, urbanization, and toxic effects from industrial, domestic and agricultural pollution are the leading causes of water pollution. In addition, the low density of individuals in many of the remaining populations is proving to be problematic for reproduction. Competition from the exotic Asiatic Clam (Co�bicula fluminea) continues to be a problem as this species expands its range. This review indicated that there are no known occurrences of the federally protected DWM within the project area. The closest record of DWM is over 6.3 miles downstream from the project in the Eno River. NPDES Dischargers A UT East Fork Eno River that comes in just north of the bridge has one minor discharger that is 0.9 mile upstream from the project crossing. Phelps Grocery Store NPDES Permit # NCG510012 is permitted to discharge groundwater remediation wastewater into UT East Fork Eno River. Chemicals from this discharger are likely to create an inhospitable environment for freshwater mussels. Survey Methods and Habitat A survey was performed by NCDOT staff inembers Neil Medlin (Permit No. 13- ES00030) and Jared Gray (Permit No. 13-ES00314) for East Fork Eno River on December 20, 2013. The survey was conducted using batiscopes from approximately 400 meters downstream and 100 meters upstream of the project crossing. NCDOT biologist's surveyed East Fork Eno River for 1.0 man-hour, with 3 live, 2 shells and 2 valve fragments of Elliptio complanata being found during the survey. Asiatic Clams (Corbicula fluminea) were rare with one shell being found in East Fork Eno River. The habitat where mussels were found was in areas that had deeper pools with root mats. No DWM were found during the survey. Within the project area, East Fork Eno River is roughly 2.5-4.0 meters wide and had some undercutting and erosion of the banks and other areas that were unstable. The stream banks were 0.5-1.0 meter high. On the day of the site visit, the overall water depth was moderate; with 85% of the stream reach less than 2 feet in depth. The creek contained long runs and pool areas with normal substrate compactness. Sand and gravel bars were common. The substrate above and below the bridge was generally dominated by sand, with trace amounts of cobble and gravel and a considerable amount of silt. The riparian buffer width was moderate and the stream had 70% cover. The surrounding land uses were rural with active crop and natural areas. Stream substrate was mostly shifting sands and the substrate was mostly unstable. Only patchy habitat for DWM existed in those deeper pool areas with root mats. Dwarf Wedgemussel As a result of this survey, as well as the review of GIS and NHP data, it appears that the DWM does not exist in the project vicinity. Only patchy habitat for the DWM occurs in East Fork Eno River at the project site. Also, the fact that East Fork Eno River just below the proposed crossing flows into Lake Orange, which could prevent recolonization of mussels. The upstream discharger on the UT East Fork Eno River that comes in north of the bridge could also be creating inhospitable conditions for the DWM. The closest record of DWM is in the Eno River 6.3 stream miles downstream. Proposed 60' long by 30' wide single- (Description of Minimization of Water span bridge (cored slab unit) to replace existing 41' long by 20' wide single-span bridge (timber deck on I-beams with timber caps and piles). The proposed grade is about 0.5' Quality Impacts) above existing grade in the vicinity of the bridge and roughly matching existing by about 110' left of stream and about 110' right of stream (looking downstream). Bridge No. 670173 is within the Neuse River Drainage Basin and shall adhere to the Neuse River Riparian Buffer Rules. Proposed bridge to be located in same location as existing bridge. Stormwater runoff from the existing bridge discharges directly into the water. The proposed bridge will have no direct discharge into the water. No deck drains will be installed. Stormwater runoff from the proposed bridge is to flow to two proposed drop inlets at the east approach. Runoff will be discharged at minimum practicable slopes, yielding minimum velocities and diffused with a riprap pad at the pipe outlet(<0.4 cfs in 10-year event), which the existing drainage does not benefit from. All proposed stormwater runoff is discharged as far away from the stream and at the lowest velocities as practicable.
