ProjectDescription: NCDOT Division 7 intends to replace Bridge No. 23 on SR 1508, Hawkins Road,
over the South Fork of the Little River. The replacement bridge is assumed to be proposed at generally the
same location and alignment. For the purposes of the archaeological review the proposed project area is
listed as 633.6 feet long (slightly more than 193.12 meters) and extends right-of-way (RO� width from 60
feet to 100 feet (30.48 meteYs). Thus, the area of potential effects (APE) is esrimated at roughly 1.45 acres
(nearly .59 hectares). A US Army Corps of Engineers permit is anticipated but the exact type was unknown
at the time of the archaeological investigations.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of7"ransportatron (NCDOT) Archaeology Group revlewed the
subjectprojectand determined.•

Briefdescrrption ofreviewactivitres, results ofreview, and conclusions:
As noted on the Survey Required Form dated August 15, 2013, the current project APE contained no
previously recorded archaeological resources. According to the "predictive model for the distribution of
archaeological resources in Orange County" developed by the Research Laboratories of Archaeology at the
University of North Carolina at Chapel Hill, the current project falls within a stretch of the South Fork of the
Little River that is more likely to exhibit scatters of prehistoric material in upland areas overlaid with some
historic-period remains. This model suggested that few of the site found in this area might retain significant
(though sites in forested areas might be more likely to do so). Even so, a large prehistoric site was previously
recorded roughly 2015 feet (about 614 meters) south east of Bridge No. 23 along an alluvial terrace of an
unnamed tributary of South Fork Little River. Thus, a reconnaissance examination of the APE to direct
probable subsurface investigations was recommended for the current project.
The archaeological Yeconnaissance and subsuYface survey of the APE was undertaken on October 17, 2013
by NCDOT archaeologists Shane Petersen and Brian Overton. A walkover investigation of the entire APE
was completed foY the proposed bridge Yeplacement pxoject. The e�sting easement along SR 1508 appeared
to be relatively broad with a wide (if shallow) ditch-line. To the west of Bridge No. 23 much of the area
immediately adjacent existing ROW appeared to be composed of wetlands along the South Fork of the Little
River. Farther west, towards the western end of the APE, much of the area adjacent the existing easement
appeared to be relarively sloped. No subsurface testing was deemed necessary in rhese areas.
To the east of Bridge No. 23, the alluvial terrace along the South Fork of the Litde River was considered to
be overly sloped, but areas fasther east were considered to have some potential for aschaeological resources.
Two transects of shovel test pits were laid out on a 15-meter (roughl�� 50-foot) interval. The first transect of
tests was placed in the wooded area northeast of Bridge No. 23., wirh Shovel Test Pit No. 1 having been
placed roughly 30 meters from the banks of the South Fork of the Litde River and nearly 13 meters (40 feet)
north of SR 1508. For the most part, the soil profiles observed correspond well eo Che soil descriptions for
Helena sandv loam as mapped on the soil maps for Orange Counry. The observed soil profiles appeared to
be somewhat deflated (or compressed) though with basement B-horizon soils relatively close to the surface.
Two shovel test pits in the first transect were skipped due to disturbances and large cobbles just under the
forest leaf-litter. The second transect of shovel test pits was similarly placed in the fallow field to the south of
SR 1508 and exhibited soil profiles that were not too dissimilar. No cultural material (with the exception of a
single modern broken beer bottle, which was discarded in the field) were recovered in any of the subsurface
tests.
No further archaeological investigations are recommended for the replacement of Bridge No. 23 as proposed.
Should the project change further investigation may be necessary. The project as described should be
considered to be compliant with Section 106 and NCGS121-12a.
