NCDEQ 401 WATER QUALITY CERTIFICATION
SHORELINE IMPACT AREA CALCULATIONS
APPLICANT: Eagle Creek Renewable Energy, c/o Jeff Henley
Tuckertown Lower Fishing Access Area
STABILIZATION IMPACT AREA CALCULATIONS
The attached shoreline site plan shows 100 LF of proposed shoreline stabilization measures.
Detail 3 indicates a proposed shoreline slope that is graded at 2:1 and reflects the estimated
normal pool level and the estimated height of the subject shoreline above the normal pool
level.
Calculation 1— Impact Area Below Normal Pool Level
(Item 8 on NCDEQ Form SSGP 09-2020)
Area of Impact = Shoreline Length x Depth* x Slope
=100'xVx2
= 200 sq. ft.
*For this calculation, an average water depth of 1 ft. has been assumed. This will
produce a conservative overestimate of the stabilization impact area.
Calculation 2 — Impact Area Above the Normal Pool Level
(Item 9 on NCDEQ Form SSGP 09-2020)
Permanent Impact From Shoreline Stabilization Measures
Height of Bank Above Normal Pool Varies Across the Shoreline
Estimate 100 LF of Shoreline = 5 ft. Above Normal Pool
Area of Impact = Length x Height x Slope
=(100'x5'x2)
= 1000 sq. ft.
Impact From Construction Above Shoreline Stabilization
Assume 5 ft. Wide Zone
Area of Impact = 100' x 5 ft.
= 500 sq. ft.
Total Area of Impact Above Normal Pool Level = 1500 sq. ft.

REPORT — PHASE 1 SHORELINE EVALUATION
Applicant — Jeff Henley
Eagle Creek Renewable Energy
293 Hwy 740
Badin, NC 28009
Location - Tuckertown Lower Fishing Access Area
Reservoir — Narrows, Badin Lake
A shoreline evaluation of the subject property was completed on
2/27/2024. A copy of the field notes and shoreline map are attached
to this report. A set of photographs of the shoreline taken during the
site visit have been sent to Eagle Creek Renewable Energy for the
permit file.
The applicant has a need to Install shoreline stabilization on a section
of shoreline approximately 75 to 100 feet in length that is adjacent to
a gravel access road.
The shoreline on the subject property has an existing slope that is
approximately 6 fM in height above the lake at the at the location
adjacent to an existing gravel access road. The section of shoreline
has some existing trees and brush undergrowth. Some temporary rip
rap stabilization has been placed on a small section of the eroded
shoreline to protect the gravel access road for getting undermined. An
old concrete slab was observed with some eroded undercut within the
limits of the area to be stabilized.
No lap trees were observed on the shoreline during the site visit. The
shoreline appears to have significant exposure to erosion from dam
discharge currents, wind driven waves and boat wakes.
Recommendations for Stabilization
Based on the site evaluation of the property, we recommend that
maintenance access ramp and shoreline stabilization be completed as
follows:
1. The existing temporary rip rap located on the shoreline should
be removed and stockpiled for re -use prior to clearing and
excavation for installation of any stabilization measures.

SUITE 1400 28202 F 704.334,7926
2. Most of the existing trees and undergrowth located on the
S T E WA R T
shoreline will be removed in order to Install the recommended
stabilization measures. The concrete slab can be removed as
needed to accommodate the shoreline stabilization measures.
3. Contractor shall carefully excavate and slope the shoreline to
receive the non -woven filter fabric and rip rap. Grade the
shoreline to provide a 2:1 face slope prior to Installing the
fabric and stabilization. The fabric should be burled into the
lakebed and Into the grade at the top of the slope above the rip
rap. Install stabilization as indicated on the enclosed site map,
and Detail 3 Moderate Rip Rap Stabilization (copy attached).
4. The contractor will be allowed to import suitable soil backfill to
the site In order to build out the road shoulder and slope down
to the lake prior to Installation of the stabilization measures.
5. Upon completion of the shoreline stabilization, the applicant will
be required to revegetate the disturbed areas above the rip rap
slope and adjacent to the ravel access road with Eagle Creek
Renewable Energy approved ground cover plant materials
and/or other approved stabilization measures.
