According to the environn:ental input request, the undertaking involves the in place replacement of the structure along the existing alignment, thereby minimizing potential surface and subsurface disturbances at this location. An off-site detour route is anticipated. The archaeological Area of Potential Effects (APE) is centered upon Bridge 371 and measures 600ft in length (300ft from each bridge end point) and 1 SOft in width (75ft from each side of the SRII00 center-line). SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There is no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL S/TES PRESENT OR AFFECTED forn� for Miiror Ti•anspor[ntion P�'ojecls ns Q�rnlifred iu the 2007 Progrnnunntic Ag��een�ent. 1 of 4 Project Tracking No.: 13-09-0014 Brief description of review activities, results of review, and conclusions: The project area is located in the southwestern portion of Ashe, a few miles west of Bluff Mountain and Elk Ridge, and slightly southeast of the Toliver community. Three Top Creek, included within the New River Drainage Basin, constitutes a second order stream flowing west to east through the project area. It empties into the North Fork New River several miles to the north near the Creston community. This section of Ashe County is characterized by strongly sloping topography, restricted stream valleys, and mountainous terrain exhibiting elevations ranging between 3300ft AMSL and 4500ft AMSL. According to topographic, geologic, and soil data, the APE consists of level and well-drained floodplain land surfaces bounded by strongiy sloping hillsides. Aerial imagery suggests that land alteration impacts and other evidence of disturbance are relatively inconsequential and minimal within the APE. The project's Area of Potential Effects (APE) along Bridge No. 371, which carries SR1100 (Three Top Road) over Three Top Creek in Ashe County, was subjected to an intensive archaeological survey (Figure 1). In October 2013, New South Associates, Inc. completed shovel testing within the project APE at 30-meter intervals to survey for potential archaeological resources. The purpose of the fieldwork was to investigate the possibility of unknown archaeological resources that might be impacted by the proposed undertaking. The archaeological Area of Potential Effects (APE) is centered upon Bridge 371 and measures 600ft in length (300ft from each bridge end-point) and 150ft in width (75ft from each side of the SR1100 center- line). The APE is characterized by a narrow flood plain adjacent to Three Top Creek, moderate slopes, one residence, and a modern, artificial pond (Figure 2). Soils within the APE consist of Toxaway loam (To) and Tusquitee and Spivey stone soils, 15 to 25% slopes (TUE). One residence with an associated outbuilding is located in the southwest quadrant. The northwest quadrant is characterized by moderate slope, the northeast quadrant has a large pond. The southeast quadrant is an overgrown agricultural field. Figure 1. A map review and site file search conducted at the Office of State Archaeology (OSA) on Tuesday, September 10, 2013 disclosed an absence of documented archaeological sites contained within, adjacent to, or in a two or more mile radius of the project APE. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties demonstrated that none of the above designated property types were located in the APE or proximal to the project study area. Historic maps of Ashe County and the APE were also appraised, as were archaeological/historical reference materials. The intensive archaeological survey excavated a total of nine shovel tests at 30-meter intervals in the northwest, northeast, and southeast quadrants of the APE (Figure 3). Three shovel test locations in the northwest quadrant were not excavated because of a large gravel parking lot associated with a barn or other outbuilding. All shovel tests measured at least 30-centimeters (12 inches) in diameter and were excavated to at least 10 centimeters (4 inches) into sterile subsoil. All excavated soils and sediments were screened through mesh screen (0.64 centimeter, 0.25 inch) and all shovel tests were backfilled. A typical soil profile was 0 to 20 centimeters of brown silt loam (10YR4/3) and 20-30 centimeters of dark yellowish brown silt loam (10YR5/8). No archaeological sites were identified in the APE. Based on the shovel testing results, no further archaeological investigations are required for the proposed replacement of Bridge No. 371 in Ashe County.
