PROJECT SUMMARY: The applicants propose to remove an existing pier, platform and remnant platform support beams and then construct an additional 517' long x 10' wide community boardwalk extension that will have two trapezoidal shaped fishing bump out platforms. The proposed boardwalk will connect the existing River Landing Phase I boardwalk to Moratoc Park. 9. NARRATIVE DESCRIPTION: The project sites are located off River Drive (SR#1450), adjacent to the Roanoke River, within the Town of Williamston, Martin County. The properties are addressed as 102 River Drive (Parcel ID# 00503979), which is owned by Martin County, 722 River Road (Parcel ID# 0503174), 738 River Road (Parcel ID# 0500102), and 744 River Road (Parcel ID# 0500103), all of which are owned by the Town of Williamston. The shoreline on the southern side of the Roanoke River in this area is the dividing line between Martin and Bertie Counties, and any development within the Roanoke River falls within Bertie County. The three parcels owned by the Town of Williamston total ±32.2 acres, have upland areas adjacent to River Road vegetated with yard grasses, as well as a large area of USACE jurisdictional section-404 wetlands between the highground and the Roanoke River. The total shoreline length of these three parcels is ±900', and existing development within the Roanoke River includes a ±405' x 10' boardwalk with two trapezoidal shaped fishing bump out platforms, five dolphin clusters, a pier and platform, and remnant platform support beams. An elevated, roofed camping platform is located within the wetlands adjacent to the Roanoke River that can be accessed via a ±80' x 10' elevated walkway extending from the boardwalk. Previous CAMA permitting for these parcels includes Major Permit 9110-06, authorizing the existing boardwalk. The parcel owned by Martin County is ±18.9 acres in size and is the location of Moratoc Park. Approximately half this parcel is vegetated with yard grasses and has been developed with a boardwalk/fishing platform, a conference building, a floating canoe/kayak launch platform, picnic shelters, a playground, a parking lot and walking trails. The remaining half of the parcel is vegetated with mixed hardwoods and section-404 wetlands. The shoreline of this parcel is —285' in length. The most recent CAMA permitting on this parcel includes general permit 960819B issued on 1/11/2013 authorizing the floating canoe/kayak launch platform. With the exception of a gravel/dirt road that passes through it, the adjacent property to the northwest of the project site is undeveloped. The adjacent property to the southeast is the location of the NCWRC Williamston BAA, which is developed with a double concrete boat ramp, boardwalk, floating platform, parking area and bathrooms. The waters of the Roanoke River in this area are considered Joint Waters, classified as C waters, are not considered a primary or secondary nursery, and are closed to shellfish taking. The water depths of the river in this section have a large fluctuation between high and low elevations depending on the release of water from an upstream dam, or significant rain events. During high water flow events, the river water becomes turbid and has a muddy appearance. Water depths are shallow nearshore but drop off quickly moving waterward. PROJECT DESCRIPTION: The Town of Williamston and Martin County propose to construct a 517' long x 10' wide community boardwalk extension, connecting the existing Phase 1 boardwalk section to Moratoc Park. The proposed boardwalk will have two 256 ff trapezoidal shaped bump out platforms to provide fishing areas similar to the Phase I boardwalk. The majority of the boardwalk will be over water, but some portions will be over land. Prior to construction, a pier and platform, and remnant platform support beams will be removed. 11. ANTICIPATED IMPACTS: The proposed boardwalk and platforms will result in the shading of ±5,079 W of river bottom and ±603 ft2 of shoreline landward of the waters edge. It is also anticipated that the installation of pilings will result in localized short-term turbidity within the Roanoke River. After numerous discussions with regulatory officials and extensive searches through County GIS / Tax records, the Martin / Bertie County boundary is inconclusive, and it is undetermined whether CAMA permitting will be required. However, to move the project forward and safeguard any potential future structure modifications, the applicants would like to apply for a CAMA permit. The eastern portion of the property currently operates as a public boat ramp with a boardwalk and fishing platform. The western portion of the property is Moratoc Park. Existing buildings support either recreation for the Roanoke Riverwalk / Boat Ramp or Moratoc Park. The property is partially vegetated with native trees, shrubs and grasses. Water depths in the project area, Mean High Water, Mean Normal Water, and Mean Low Water relative to MLW NAVD88 were surveyed by Rivers & Associates, Inc. between 3/29/23 and 6/6/23 and represent conditions present at that time. This corridor is determined by drawing a line parallel to the channel, then drawing a line -perpendicular to the channel line that • intersects with the shore at the point where the upland property line meets the water's edge. 8} No permanent structures shall be located within the 46-foot federal channel setback area, including support -pilings and fixed docks. General 9) The permittee understands and agrees that, if future operations by the United States requires the removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to free navigation of the navigable waters, the permittee will be required, upon due notice from the Corps of Engineers, to-remove-1 relocate or alter the structural work or -obstructions caused thereby, without expense to the United States or the state of North Carolina. Torn of Wil iamston — River Landing Phase I Martin County (Landward of INWL) and Bertie County (Waterward of N VL) Project setting The project site is located off River Road (SR 1450), adjacent the Roanoke River in the Town of Williamston in Martin County, North Carolina. The shoreline on the southern side of the Roanoke River in this area is the dividing line between Martin and Bertie Counties. The River is within the boundaries of Bertie County at this location. The project site consists of two different tracts of Land. The Town of Williamston owns the undeveloped westem (upstream) tract of approximately 6.1 acres. This tract contains a large floodplain that is located between River Road (SR 1450) and the River. Vegetation on this tract primarily consists of numerous shrubs, mixed hardwoods in various stages of growth as well as and typical wooded wetland species located through out the flood plain. The roots of many trees along the River shore have been exposed due to excessive scouring. The eastern (downstream) tract, approximately 2.1 acres, is owned by the N.C. Department of Transportation (N.C. D.O.T.) and is maintained as a public boat ramp by the N.C. Wildlife Resources Commission through an encroachment agreement. The Town of Williamston has also entered into an encroachment agreement «Zth the N.C. D.O.T. (attached). Existing features on this tract include a boat ramp with associated launch pier, wooden platform and a gravel parking area. The adjacent upstream property appears to be an abandoned barge facility with four dolphin clusters and dilapidated dockage. This property is vegetated similar to the Tract owned by the Town of Williamston. The US Highway 17 Bridge is located downstream of project area. The Environmental Management Commission classifies the waters of the Roanoke River in this area as class C waters. This area of the Roanoke River is not open to shell fishing and is not a primary nursery, but represents a critical section of one of the State's most significant commercial and recreational anadromous fish habitats. Project description The Town of Williamston proposes to construct a ±10' by ±315' cement walkway on the N.C.D.O.T. property and connect it ,%dth an existing bike trail along SR 1450. The cement walkway will transition to a ±10' ttide Nvooden walk -may approximately 200' from the Roanoke River. Additionally the applicant proposes to construct a ±10' by ±576' boardwalk along the River. Approximately half of the boardwalk square footage will be located over the River while the other half will be located over -land. This boardwalk will have two - 256 square foot %ride trapezoidal shaped platforms and an ±8' x ±74' floating dock on the east end. Approximately 144' of the boardNN lk and the floating dock will be located in the riparian area of the N.C. D.O.T. Additionally a ±27' by ±27' camping platform will be located ±30' landward of the proposed boardwalk and will be accessed via a ±5' wide walkway on the Tottn of Williamston property. -Anticipated impacts The boardwalk, platforms and floating dock to be constructed along the Roanoke River will result in some localized short-term turbidity due to installation of pilings and the shading of t4,104 ft'- of river bottom. Kelly Spivey — 1 May 2006 0 Town of Williamston River Landing Phase I CAMA Major Permit Application Project Narrative The Town of Williamston currently has plans to construct a River Landing for public recreational use on adjoining tracts of land (6.8 acres and 2.1 acres) located south of the Roanoke River. The proposed project will be constructed in two phases. Phase I will begin at the current terminus of the Town of Williamston's rail trail and will consist of 323 linear feet of 10' wide concrete path and 215 linear feet of a 10' wide elevated boardwalk winding from River Road to the proposed boardwalk along the shore line of the Roanoke River. The boardwalk along the river will consist of 576 linear feet of 10' elevated boardwalk with a 324 square foot floating dock (plus 268 square feet of access ramp) and two public fishing accesses (256 square feet each). Phase II of the project includes a restroom and shower facility (272 square feet) served by a municipal sanitary sewer system and camping platform (729 square feet) with a 28' x 5' boardwalk entry. All facilities will be ADA compliant. The Roanoke River serves as the northern boundary of the property (and Martin County). The southern boundary of the property is River Road (SR 1450). The eastern boundary of the site is a pre-existing boat ramp maintained by the NC Wildlife Resources Commission and west of the property is undeveloped wooded land owned by Windsor Oil Company of Ahoskie, North Carolina. Construction of this project will be coordinated with proposed improvements to the existing boat ramp facility on the Wildlife Resources Commission property. The Wildlife Resources Commission is responsible for coordinating the necessary permits for work or improvements performed on their project. The Town of Williamston owns the 6.8 acre tract on which the majority of the project will be located. The NC Department of Transportation is the owner of the adjacent 2.1 acre parcel. The Wildlife Resources Commission has an agreement with NCDOT to maintain a parking lot and boat ramp on the 2.1 acre tract. In addition to the work proposed by the Town of Williamston, the Wildlife Resource Commission is proposing to construct, as a separate project, a new boat ramp as well as improve the existing parking lot. The purpose of the proposed project is to extend pedestrian access from the existing rail trail do-vvn to and along the Roanoke River. The floating dock will be used in conjunction Nvith the WRC boat ramp for boaters and provide access for canoes and kayaks. The fishing accesses will be used by the public to enjoy the scenic area as well as a safe place for fishing. The sleeping platform will be used by campers traveling along the Roanoke River. The restroom and shower facility is for public access while using the rail trail, boat ramp facilities and boardwalk. 404 Wetlands under the jurisdiction of the U. S. Army Corps of Engineers are located on this project as depicted on the permit drawings. The bathroom facility and concrete walks are located in upland areas. Pile supported boardwalks are used in the wetlands areas and are a minimum of three (3) feet above the ground surface. All piles will be driven for installation. The boardwalks will be constructed over wetlands by either working from installed sections or from barge mounted equipment in the river.
